RTI’s International Education Division supports education development around the world by strengthening education policy, management and practice in order to achieve measurable improvement in teaching and learning. From our well-established reputation in education system strengthening, to innovative work in early grade assessment and learning, RTI is improving education quality, relevance and efficiency through implementation of projects funded by USAID, The LEGO Foundation, Bill and Melinda Gates Foundation, and other donors and clients.

The Business Development Director will lead business development and marketing support for RTI’ International Education (IE) division, including gathering business intelligence; partnering with technical leads to develop and further client relationships, identifying and developing opportunities, partners and contacts; directly contributing to scoping, capture, and proposal development; and strategic networking and relationship building. The candidate will ensure quality assurance to all business development opportunities pursued by the division, ensuring appropriate resourcing, effective capture, and proposal quality. The successful candidate will be a dynamic business development leader with proven success leading, networking, and implementing key business development priorities.


Essential Functions

  • Lead business development activities for the RTI’s International Education (IE) division within the International Development Group (IDG), in collaboration with IE’s Senior Vice President and Senior Management Team members, and IE’s Business Development team.
  • Serve as a member of IE’s Senior Management Team, contributing to division-wide strategy and decision-making, establishing the bid pipeline for the division, and engaging in marketing and communications in support of BD for IE.
  • Contribute to the development and achievement of annual targets, goals and objectives.
  • Engage in cross-IDG collaboration and coordination efforts related to business development and strategic planning
  • Gather and analyze market intelligence related to technical areas of interest, and build short-, medium-, and long-term business development strategies for the division
  • Identify and qualify key partner organizations and staff, advancing the profile and positioning of RTI, to secure strong partnerships for new opportunities.
  • Oversee capture and proposal preparation to ensure quality.
  • Manage, lead and/or write 1-2 high priority/high value proposals per year for work funded by USAID and other key donors and clients.
  • Ensure strategic staffing for maximum success in business development, making sure that the best teams are resourcing priority bids.
  • Manage a team of business development specialists, developing and implementing practices to foster a spirit of creativity and innovation, ensure a high level of performance, staff morale, retention, development and career progression
  • Mentor, support, and train other division staff on scoping and proposal development
  • Identify and develop private sector engagement opportunities and cost share commitment opportunities.
  • Represent RTI by active networking through RTI institutional memberships, attendance at industry conferences and workshops, and promoting RTI broadly in the international development community

​​​​​​Minimum Qualifications:

  • Bachelor’s Degree in marketing, business administration, international development, education, or related field with 20 years of relevant experience; Master’s Degree in marketing, business administration, international development, education or related field with 15 years of relevant experience; or PhD in marketing, business administration, international development or related field with 10 years of relevant experience.
  • Demonstrated experience and success leading and/or writing proposals for USAID in the international education sector.
  • Demonstrated management and leadership experience.
  • Knowledge of international USG and international development contracting business.
  • Ability to travel internationally as needed. 
  • Must be eligible to work in the United States without sponsorship.

Preferred Knowledge, Skills and Abilities

  • Extensive professional networks in the international development community with multiple clients, partners/competitors. 
  • Extensive experience building successful relationships with donors, partners, and stakeholders in the international development community.
  • Strong analytical skills and ability to ability to identify and understand issues, root causes and opportunities from disparate sets of information and provide clear conclusions and guidance.
  • Proven ability to communicate significant issues and insights to leadership confidently and professionally.
  • Demonstrated learning agility and ability to navigate the inter-dependencies of RTI colleagues and processes
  • Ability to be relied upon to exercise consistent sound judgment on decisions that will have long-term effect on the Institute’s success.
  • Excellent leadership skills, including the ability to create a highly effective/efficient and successful team working atmosphere.
  • Strong planning, organization, critical and strategic thinking and problem solving skills. Willingness to engage and debate on critical issues.
  • Experience developing public-private partnerships in international development
  • Long-term international field experience in developing countries
  • Experience with funders such as the UK’s FCDO, the Bill & Melinda Gates Foundation, etc.
  • Excellent knowledge of MS Word, Outlook, PowerPoint, Excel.
  • Excellent oral and written communication skills.
  • Excellent interpersonal and presentation skills.
  • Ability to operate in a matrix organization environment with multiple clients and stakeholders.
  • Ability to work in a fast-paced environment and meet deadlines under pressure.
  • Ability to multi-task.
  • Possess the highest level of integrity and trust.
  • Attention to detail and accuracy.
  • Culturally sensitive and respectful.
  • Proficiency in French, Spanish and/or Arabic

The anticipated pay range for this role is listed below. Our pay ranges represent national averages and may vary by location as a geographic differential may be applied to some locations within the United States.
