RTI International’s Education and Workforce Development (EWD) has an immediate opening for a data collection manager. EWD specializes in conducting large-scale, national cross-sectional and longitudinal education surveys. The data collection manager will lead a team of institution relations staff, analyze production and quality data, and develop strategies to gain cooperation from postsecondary institution staff to participate in a national education study. This manager will utilize data, reports, and control systems to develop, conduct, and evaluate recruitment strategies and data collection activities. This manager oversees data collection in the western U.S. and Puerto Rico. Must live in the Pacific time zone.

  • Oversee institution recruitment, data collection, and technical assistance provided to sampled institutions
  • Strategize ways to secure cooperation from sampled institutions
  • Gain continued cooperation from and establish relationships with a variety of institution staff (e.g., Institution Research, Financial Aid)
  • Supervise up to 4 Institution Relations Specialists working remotely in the western U.S.
  • Ensure that Institution Relations Specialists provide an excellent data collection experience for institution staff and receive the highest level of customer service
  • Assist with hiring and training Institution Relations Specialists
  • Utilize tools, reports, and control systems to document, manage, and monitor recruitment and data collection activities
  • Monitor staff performance and the quality of their work
  • Lead weekly meetings with Institution Relations Specialists
  • Write sections of training manuals and email correspondence
  • Work independently with minimal supervision and collaboratively with teams
  • Attend meetings and update project management on data collection progress
  • Attend professional conferences to establish and maintain relationships with institution staff

  • Bachelor’s degree in communications, psychology, sociology, or other social science with a research component plus 4 years of related experience, or master’s degree and 1 year of related experience
  • Experience in management and supervision of staff
  • Strong oral and written communication skills
  • Excellent attention to details and ability to manage competing tasks
  • Diplomacy in working with educators and research partners
  • Ability to work independently and with teams
  • Demonstrated success in meeting frequent, multiple, and tight deadlines
  • Excellent knowledge of MS Word, Outlook, Excel, and PowerPoint
  • Periodic travel and occasional weekend or evening work may be required
  • To qualify, all applicants must be U.S. citizens.
  • Willing to complete moderate security clearance requirement process for the U.S. Department of Education, Position of Trust
  • Available to work at least 30 hours/week
  • Available to work until 5:00 p.m. Pacific time
  • Must live in the Pacific time zone
  • If telecommuter, must have high-speed internet access, phone line

Preferred Qualifications

  • Customer service experience
  • Prior experience assisting with a research study or evaluation
  • Experience summarizing survey results using Excel, SAS, or other programs
  • Coursework in statistics and statistical programming experience (STATA, SAS, SPSS, or R)
  • Coursework in research methods
  • Bilingual in Spanish and English, preferably Puerto Rican Dialect 


Physical and mental demands of this role include those that must be met by an employee to successfully perform the essential functions of this job, as outlined above.  Examples include:  remaining in a stationary position for long periods of time; operating a computer and other office machinery; thinking, learning, and concentrating effectively and frequently communicating with other people, both within RTI and outside of RTI; frequently moving about inside and travel between offices and laboratories; frequently conducting laboratory site inspections (if applicable), ability to handle the stress associated in meeting frequent, multiple and tight deadlines, ability to work in excess of 40 hours per week as workload and deadlines may require, consistent demonstration of mental stability and ability to have regular, reliable and predictable attendance.
