RTI International is seeking qualified Project Coordinator, Neglected Tropical Diseases applicants for the International Development Group’s (IDG’s) Global Health Division (GHD). GHD currently has a staff of over 400 and works in over 25 countries. GHD implements broad-based programs in infectious diseases --specifically NTDs, HIV, and Malaria; Integrated Health; and Health Systems Strengthening. The Project Coordinator will primarily support the newly awarded five-year Control & Elimination of Neglected Tropical Diseases – Element Two (CEP-NTD) Project (through 2023). This role may provide some support to other NTD projects in GHD’s program portfolio as needed.   


The Project Coordinator will report to the CEP-NTD project Operations Manager. 

 

Responsibilities:

Country Implementation Support:

  • Provide administrative oversight and management support to RTI CEP-NTD project field administration and operations in the areas of human resources, finance, grants management, procurement, and information technology.
  •  Collaborate with Senior Managers, Project Managers, and COPs regarding significant events and potential concerns regarding contractual or budgetary risk.
  •  Coordinate responses to requests for information from clients; request inputs from field offices and partners as necessary and prepare supporting documentation for submission.
  • Prepare routine expenditure forecasts for assigned countries; consult with field offices, partners, and Senior Managers and COPs, as needed, to prepare forecasts.   
  •  Oversee country-level budget and narrative development. Assist in the development of annual country-level work plan narratives and budgets.
  • Track and monitor technical deliverables/activities in relation to work plan targets (activities, indicators)
  •  Collaborate with Project Managers, COPs and field staff to track actual costs of activities as part of project-related costing studies.
  •  Monitor and lead correction process to ensure project documentation, deliverables and data are maintained consistently in accordance with policies and standards.
  • Manage and coordinate monthly review meetings for assigned countries and provide review documents to participants in advance.
  •  Prepare and submit to RTI Contracts Officer requests for USAID approvals for changes to contractual requirements (e.g., waiver from Branding and Marking requirements)
  •  Support arrangement and/or coordination of field visits for USAID and other partners (Pharma, drug donation orgs, etc), as well as RTI home office leaderships visits.
  •  Coordinate monthly, internal country implementation meetings.
  •  Coordinate the management of consultant scopes of work, invoicing and payment process.
  •   Support country teams in position description development, managing in-country hiring processes, as needed.
  • Liaise on Adverse Events Reporting between the country and relevant HQ functions.
  • Perform other duties as assigned.

 

Country-level Procurement Support and Capacity Building

  • Liaise with national program managers, drug donation programs and WHO to monitor procurement of donated and purchased drugs and diagnostic. 
  • Provide technical assistance in procurement to field offices and subawardees, including procurement planning, forecasting, inventory, storage, and ensuring adherence to procurement policies and regulations.
  • Coordinate and track procurement requests, including attention to restricted commodities, among project prime awardee, subawardees, field offices, CEP-NTD procurement expert and RTI’s Global Supply Chain office.
  • May engage with Project Leadership in the definition and execution of project activities and development of plans and schedules.

 

Subaward Management

  •  Coordinate the grants management process at the country level; prepare grant documentation as guided by Senior Grants Manager including but not limited to budgets, budget narratives, program descriptions, and negotiation memorandums for internal review and/or client approval.
  • Support Senior Manager in management of subawardee-managed country programs.
  • Under the direction of the relevant Senior Manager, collaborate with the Project Managers, COPs and RTI’s Global Supply Chain office to:  
    •  Request information from partners to assist RTI in making a selection (budget, timeline, proposed personnel, etc.)
    • Negotiate work plan and activity budgets with partners; obtain required internal approvals
    •  Request modifications to subawards for new activities utilizing Global Supply Chain database
  • Serve as primary liaison with partner financial staff;
  • Track completion of required task orders and overall subaward deliverables
  • Track funding (at task level & overall subaward)
    • Initiate ceiling increases as necessary over the life of the subaward
  • Review invoices and submit for approval:  
    • Assess the allowability of invoiced expenditures by subawardees, vendors and consultants based on USAID and RTI regulations and procedures
    • Reconcile the expenditures claimed by subawardees, vendors and consultants against the amount of funds disbursed to them
  • Track partner invoices in Excel spreadsheet
  • Review expenditure forecasts provided by partners
  • Travel to partner offices to monitor compliance with award terms and conditions and provide training on USAID rules and regulations as needed. 

 

Cost Share

  •  Review field office and partner contributions as well as backup documentation for adherence to regulatory requirements and RTI policy; and submit documentation to IDG Financial Analyst for recording.
  • Provide routine updates to cost share progress to RTI senior management.

Qualifications
Education and Experience
  • Bachelor’s degree with at least 6 years’ experience (minimum 3 years’ experience considered with a Masters) in business, public administration, social science, or international development preferred;
  • 3-4 years of recent professional experience working on USG-funded grants, contracts or cooperative agreements;
  • Familiarity with CFR, ADS and OMB Circulars;
  • Experience supporting financial, grants, or contractual management for more than one project is preferred;
  • Experience in procurement, particularly for USAID-funded projects;
  • Experience having worked on international assignments in developing countries.
Knowledge, Skills and Abilities
  • Flexibility and capable of handling and appropriately prioritizing multiple tasks in a fast-paced environment;
  • Demonstrated capacity to work well both independently and collaboratively within teams;
  • Ability to interact effectively and positively with all levels of internal and external clients and colleagues;
  • Strong written and verbal communications skills in English and excellent attention to detail;
  • Critical thinker, able to identify issues and opportunities, provide solutions and reach consensus with multiple stakeholders;
  • Ability to communicate respectfully in a multi-cultural environment;
  • An understanding of development issues and potential challenges when operating in developing country contexts will be an asset;
  • Fluency in foreign language (e.g. French, Swahili, Portuguese) is preferred.
  • Willingness and ability to travel frequently to countries in Africa and Asia.
  • Must be eligible to work in the U.S. without sponsorship.


Physical and mental demands of this role include those that must be met by an employee to successfully perform the essential functions of this job, as outlined above.  Examples include:  remaining in a stationary position for long periods of time; operating a computer and other office machinery; thinking, learning, and concentrating effectively and frequently communicating with other people, both within RTI and outside of RTI; frequently moving about inside and travel between offices and laboratories; frequently conducting laboratory site inspections (if applicable), ability to handle the stress associated in meeting frequent, multiple and tight deadlines, ability to work in excess of 40 hours per week as workload and deadlines may require, consistent demonstration of mental stability and ability to have regular, reliable and predictable attendance.
