The Senior Contract Officer has a primary focus on International opportunities which includes work with the United States Agency for International Development (USAID) and other foreign Countries/Agencies/Funders. Provide expert guidance on various rules and regulations that apply to the portfolio, which is primarily US Federal Government Acquisition and Assistance. The following is a hybrid position that combines both Pre and Post Award Contract responsibilities in support of IDG’s pipeline/portfolio.  It is anticipated this position will be primarily assigned post award contract role (approx. 90% LOE) and support pre award proposals on as needed basis during peak demand. This position will report to:  Senior Manager, IDG Contracts.


Duties and Responsibilities:

  • Serves as the primary contractual point of contact, and acts as lead in internal or external client kick offs that require contracts representation.  
  • Advise technical staff, finance partners, and other stakeholders at all levels regarding contract terms and conditions, applicable Institute policies and procedures, and best practices to advance RTI’s business objectives. 
  • Analyze post-award contract requirements and coordinate with financial and technical staff to respond to customer requirements. 
  • Process standard post-award contract actions such as modifications, obtaining approvals, reporting, closing project at end of lifecycle. 
  • Review, draft, edit, negotiate and administer contractual terms and conditions for proposal efforts and modifications. 
  • Build collaborative relationships with research staff, external clients and business personnel in assigned business areas.  Stay informed of assigned business areas by attending technical unit meetings, presentations, project reviews and other forums to better understand the technical business and its contracting needs. 
  • Provides expert guidance on various rules, regulations, statutes and other contractual terms. Researches contractual regulations and perform analysis to determine appropriate courses of action in problem solving. 
  • Reviews and approves the Contract Action Notice (CAN) related to a new award and completes setup of Project record in SalesForce.  This includes uploading the contract document and any supporting documents, data input of all relevant contract info (POC's, clauses, etc.), and issuing initial Project Activity (PA). 
  • Understand and apply RTI Policies and Procedures and organizational operating directives to the work as assigned. 
  • Review RFPs, RFAs and requests for bids and pricing information for business risks, including financial, performance related, indemnification, export, reputational, and other risks to be mitigated. Identify risks and issues, suggest alternatives that lead to the best solution and engage other units and expertise as necessary to address the risk. 
  • Reviews and provides inputs to At Risk memos documenting the contractual risks. Understand contractual financial requirements and partner with the Project Financial Analyst and project team to submit Limitation of Funds or Cost or other required notices concerning funding. 
  • Collaborate with subcontracts, procurement, finance, and technical staff on issues relative to engaging subcontractors and consultants and addressing their performance related to prime contract performance (ex. client approvals). 
  • Prepare teaming agreements, non-disclosure agreements, material transfer agreements, and other contractual agreements to advance business needs. 
  • Make sound and supportable arguments during negotiations or issue resolution. 
  • Develop and integrate contract management tools, templates, methods and processes for the engagement. 
  • Identify, develop, draft, implement and assist with delivering training on contract issues, policies and procedures. Identify and proactively support process improvements to maximize internal and external customer satisfaction and achieve increased effectiveness and efficiency.

Minimum Qualifications and Experience:

  • Bachelor’s level degree and 10 years related experience; Master’s level degree and 6 years of related experience
  • Previous experience negotiating US government contracts, grants, and cooperative agreements. 

Preferred Qualification:

  • Previous experience negotiating international donor contracts such as United States Agency for International Development (USAID), the United Kingdom Department for International Development (DFID), and/or the Australian Department of Foreign Affairs and Trade (DFAT), and other foreign Countries/Agencies

Knowledge, Skills, and Abilities:

  • Demonstrated knowledge of standard contractual agreements and regulations that include: CFR, FAR, DFAR, AIDAR/ADS. Standardize Regulations, OMB Circulars, commercial regulations and other terms and conditions.  
  • Demonstrated proficiency in computer-based business applications (Microsoft software products, such as Word, Excel, Outlook or comparable software).
  • Demonstrated knowledge and understanding of USG Cost Accounting Standards and general accounting principles and procedures. 
  • Demonstrated expertise in one or more areas of contracting law.
  • Demonstrated knowledge of general corporate business practices, government and commercial contracting regulations and principles, and subcontracting practices.
  • Demonstrated experience working in a cooperative, collaborative manner with government and non-government clients. 
  • Demonstrated analytical and problem solving skills.
  • Demonstrated knowledge and understanding of RTI’s policy and procedures, operating guidance coupled with the ability to apply these policy and procedures in submitting the business proposal, and explain the applicability. 
  • Excellent written and spoken communication skills in English, including the ability to communicate effectively in a multi-cultural environment and diplomatically manage collegial relationships
  • Demonstrated negotiation skills and understanding of the negotiation process.
  • Demonstrated ability to discern and analyze risks and recommend solutions.
  • Demonstrated ability to meet business-driven deadlines and commitments while maintaining a high level of quality and professionalism.
  • Demonstrated ability to exercise independent judgment in developing methods, techniques and evaluation criteria for obtaining results.
  • Demonstrated ability to use sound judgment in setting priorities of a high volume work load. 
  • Demonstrated ability to work seamlessly with internal staff.
  • Demonstrated ability to work independently without instructions. 
  • Demonstrated ability to resolve contracts issues.
  • Demonstrated abilities in advising and interacting with all levels of management, both verbally and in writing.
  • Open to any  work location (prefer East Coast time zone)

The anticipated pay range for this role is between $100,000-130,000
