This position is responsible for managing a group of seasoned Contract professionals and primarily supporting post award contracts for RTI’s International Development Group. Reporting to the Sr. Director of Contracts, the candidate will work closely with senior management in the Finance, Proposals, Project and Support (FPPS) group. The Sr. Manager of Contracts will lead the activities of contract professionals from simple to highly complex contractual arrangements, large strategic projects, and corporate initiatives. The Sr. Manager will lead identification, development and implementation of an entire range of contract formation and negotiation policies and processes, in accordance with best practices, customer objectives and institute goals.




  • Provides strategic and operational oversight and accountability for the direction and performance of IDG contract functions
  • Establishes contract policies and procedures to suit business needs and achieve institute goals
  • Provides expert guidance on rules and regulations associated with portfolio
  • Manage staff through performance and development planning process. Ensure staff development and career progression
  • Develops talent by embracing Lead Forward and Dynamic Development to support the growth and career paths of the team
  • Develops Business Unit network and shows value as a partner to the internal customers, including input on risk management and complex negotiations
  • Build strong collaborative relationships with technical staff and business personnel in assigned business areas
  • Responsible for tracking and reporting on key metrics and measure for the team, identifying improvement areas, using best practices and improving team efficiency
  • Provides guidance and leadership to cross-functional team members
  • Oversees development and adherence to standard operating procedures that are consistently applied across the team
  • Develop good understandings of the IDG Business Unit strategy and plays an active role in helping to achieve strategic objectives
  • Advise technical staff, finance partners, and other stakeholders at all levels regarding contract terms and conditions, applicable Institute policies and procedures, and best practices to advance RTI’s business objectives
  • Understand risk mitigation strategies and make credible and supportable arguments during negotiations or issue resolution
  • Consult with Contract Management regarding particularly troublesome or unfamiliar contract issue   #LI-CT1


  • Bachelor’s Degree and 16 years or Advanced Degree and 12 years of related experience;
  • Able to research and summarize standard contractual agreements and regulations that include: CFR, FAR, AIDAR, USAID Regulations, OMB Circulars, commercial regulations and other terms and conditions
  • Proficiency in computer-based business applications (Microsoft software products, such as Word, Excel, Outlook or comparable software)
  • Knowledge and understanding of USG Cost Accounting Standards and general accounting principles and procedures as well as International Contracting standards from Non USG Government clients
  • Knowledge of general corporate business practices, government and commercial contracting regulations and principles, and subcontracting practices
  • Analytical and problem solving skills
  • Highly organized
  • Excellent written and oral communication skills
  • Expert negotiation skills and understanding of the negotiation process
  • Ability to meet business-driven deadlines and commitments while maintaining a high level of quality and professionalism
  • Ability to use sound judgment in setting priorities for the team
  • Ability to work well with other cross-functional teams
  • Reliable, demonstrated common sense, logical thinking and high ethical standards as required under RTI’s Conduct of Conduct
