RTI is seeking applications for a Senior Proposal Manager to support proposal development in its International Development Group (IDG).  The position will work with a diverse team of proposal managers, capture managers, strategic pricing analysts, and contract negotiators in responding to a variety of solicitations for contracts and grants. This position is located Research Triangle Park, NC or Washington, DC. This position may also be a remote role. 

The Senior Proposal Manager leads and supports proposal development efforts for the company; they are experienced in developing proposals for USAID and have a good grasp of the different requirements and needs for contract or cooperative agreement mechanisms. They establish and ensure adherence to all proposal policies, procedures, and timelines to develop a submission that is technically sound, responsive, compliant, and of the highest quality. The Senior Proposal Manager also is involved in preparatory efforts for bid pursuits, including providing guidance on or participating in pre-bid intelligence gathering efforts. While the majority of assignments is to fill the role of proposal manager on bids, they may be called on to support a bid effort in another role (e.g., capture manager, section writing support, etc.).

 

Essential Duties and Responsibilities:

Proposal Process Management

  • Apply best practice processes based on working knowledge of fundamental principles, terminology, and methodology of proposal development and/or writing.
  • Develop the proposal schedule with input from proposal team members and continue to track progress throughout the proposal cycle; assist in the resolution of obstacles.
  • Coordinate, manage, and document milestone/gate review meetings; facilitate resolution of issues raised.
  • Ensure compliance with solicitation and/or customer requirements.
  • Coordinate all aspects of hard copy proposal production.
  • Support all post submission activities such as, lessons learned, debriefings, client question and answer, and oral presentation preparation.

Proposal Strategy Support and Development

  • Manage virtual cross-functional teams – including internal staff, sub-partners, consultants – to develop and communicate proposal strategy.
  • Prepare proposal outline, write proposal sections of limited technical complexity and gather background information to support proposal efforts.
  • Facilitates design sessions that result in agreed upon program design responsive to the RFP/A;
  • Facilitate value proposition and win theme development.
  • Assist the Proposal Leader in securing proposal team resource, including facilitating access to business partners, identifying appropriate reviewers, and engaging external consultants as needed
  • Understand and communicate to Proposal Teams the latest developments, innovations, and best practices. within the international development industry and proposal management profession

Required Skills and Qualifications:

  • Six (6) years of work experience in the international development field. Experience in international education, civil society and governance, economic growth, or political transitions/stabilization programming preferred;
  • Three (3) years of proposal development experience for USAID solicitations; experience with other U.S. Government (USG) agencies and/or non-USG donors, a plus;
  • Reputation as a critical and strategic thought-partner, with a demonstrated ability to identify and understand issues, problems and opportunities from disparate sets of information and provide clear conclusions and guidance.
  • Demonstrated skills in coalescing teams and teamwork and in building consensus;
  • Demonstrated skills in meeting facilitation;
  • Experience in program design approaches and methodologies, such as results frameworks, theories of change, logic modeling, and/or logical frameworks;
  • Experience in writing, reviewing, and analyzing technical proposals;
  • Excellent technical skills in writing, editing, formatting, and verbal communications;
  • Strong knowledge of the competitive market within RTI’s technical areas;
  • Competent in using MS software, including Outlook, Excel, Word, PowerPoint, Teams and SharePoint;
  • Commitment to High Performance Organization and values-driven work environment.
  • Ability to travel up to 20% internationally.
  • Applicants must be legally authorized to work in the United States and should not require now, or in the future, sponsorship for employment visa sponsorship. Ability to obtain proper security clearances if and as required by contract parameters.

The anticipated pay range for this role is between $90,000-120,000 

RTI considers multiple factors when making an offer including, for example:  established salary range, internal budget, business needs, and education and years of work experience possessed by the applicant. Further, salary is merely one element to our offer.
