Position Description

RTI’s International Development Group (IDG) is currently seeking a Senior Talent Acquisition Manager to lead and manage priority talent acquisition activities for one or more technical divisions. This includes a heavy focus on business development capture and proposal recruitment of key and strategic personnel as well as management and/or coordination of domestic and strategic project recruitment. They will serve as the Division(s) Vice President and senior team’s primary point person within talent acquisition to support a growing global program portfolio (primarily funded by USAID). The Senior Talent Acquisition Manager will manage other Senior TA Partners and TA Specialists.

Utilizing research and networking strategies, the Senior Talent Acquisition Manager will build a talent network to enable the identification and engagement of senior-level technical and project management talent for targeted opportunities. They will provide full life-cycle recruiting services including but not limited to: sourcing for international and domestic positions; requisition creation and candidate management/documentation within application tracking systems and contact management system; candidate screening/interview services and guidance on interviewing best practices; and negotiating directly with global candidates. 

This position will report to IDG's Talent Acquisition Leader and would be based in Washington, DC, or the Research Triangle Park, North Carolina (RTI headquarters). Fully remote employment will also be considered. The position may be expected to travel internationally when COVID restrictions are lifted. Candidates must be authorized to work in the US.

Responsibilities include, but are not limited to:

  • Serve as client primary point-of contact to the Division(s) Vice President and senior team, providing best practices recommendations and implementation guidance for business development, project and domestic recruiting.
  • Partner with division(s) leadership and business development teams to prioritize division talent acquisition activities.
  • Partner with division(s) on strategic candidate pipelining (COPs/Senior Tech) and labor market analysis.
  • Manage and develop other Senior TA Partners or TA Specialists.
  • Serve as TA lead on complex proposals with high strategic value. 
  • Engage in business development activities from pre-capture through proposal submission providing proactive staffing plan recommendations (in consideration of existing talent network).
  • Lead and perform strategic sourcing and research activities, such as targeted sector and competitor mapping, to identify and build the talent network. Contact potential candidates, develop and document profiles and maintain contact notes within RTI systems to ensure a high touch candidate experience and ensure RTI as an employer of choice.
  • Provide direct proposal support including advising on staffing structure/org chart that aligns with technical approach and developing or coordinating staffing-related content for submission. Responsible for written technical proposal deliverables, as assigned.
  • Coordinate full recruiting support to clients with support from recruiting/HR team members, oversee contract recruiting resources, and provide direct support in strategic recruiting activities such as job classification, sourcing, candidate relationship management, and negotiation.
  • Identify and support resolution of escalation issues i.e. legal, tax, immigration, allowability.
  • Leverage technology for excellent candidate relationship management and use Social Media as a sourcing and branding tool.
  • Coordinate and provide direct onboarding support for senior (key) project staff identified through the proposal process to support rapid mobilization at project award.  
  • As part of IDG’s talent acquisition team, contribute to HR/recruiting process improvement, training, best practices documentation, and continuous client support improvement.
  • Master’s Degree in business administration, human resources, international development, or related field with least 10 years of relevant work experience; or Bachelor’s Degree in business administration, human resources, social science, or related field with at least 12 years of relevant work experience. 
  • Significant experience in international recruiting and/or business development, with an established network of international development professionals.
  • Demonstrated experience leading the development of talent networks in international development.
  • Previous experience with USAID business development recruitment with expertise in negotiation within donor compensation and benefits structures.
  • Experience consulting and/or working in a consultative role where multiple projects and competing demands are the norm.
  • Proven experience utilizing applicant/candidate tracking systems, contact management databases, and social/professional networking associations, groups, and products to build and maintain candidate relationships.
  • Experience working within OFCCP guidelines preferred.
  • Prior experience working with HR leadership to implement process improvements, policies, and HR programs preferred.
  • Prior management and mentorship experience required.

 Skills, Knowledge, Abilities and Behaviors:

  • Critical thinker, able to identify issues and opportunities, provide solutions and reach consensus with multiple stakeholders.
  • Savvy with using social and other networking tools and databases. Quick learner with an understanding of how to source, screen and recruit in overseas markets.
  • Demonstrated successful track record in building relationships with clients and candidates; ability to interact effectively and positively with all levels of internal and external clients and colleagues.
  • Ability to partner with hiring managers, technical staff, and senior management to source and identify high-quality talent for open positions, as well as building a pool of candidates.
  • Excellent knowledge of MS Word, Outlook, PowerPoint, Excel. Experience with Taleo, iCIMS, Avature, LinkedIn Recruiter highly preferred.
  • Excellent oral and written communication skills. Strong attention to detail and accuracy.
  • Ability to work in a fast-paced environment and meet deadlines under pressure.
  • Culturally sensitive and respectful.
  • Language proficiency in French or Spanish preferred.
