RTI’s International Development Group (IDG) is currently seeking a Talent Acquisition Specialist (Recruiter 2) to focus on talent identification and business development for the International Development Group (IDG). S/he will primarily focus on supporting proposal and project recruitment for a rapidly expanding global program portfolio, primarily funded by government clients (e.g. U.S. Agency for International Development [USAID]). This position will have a direct impact on RTI’s ability to engage in and expand efforts to tackle the complex problems and achieve sustainable solutions.

The Talent Acquisition Specialist combines research and networking to support the development and implementation of sourcing strategies and identification of talent profiles for the IDG. Utilizing these strategies, s/he will strengthen IDG’s talent network to enable the identification and engagement of technical and project management talent for targeted business development opportunities. In addition, the Talent Acquisition Specialist will support full life-cycle recruiting services including but not limited to: sourcing for international and domestic recruiting campaigns and individual positions; candidate management/ documentation within application tracking systems and contact management system; candidate screening/interview services and negotiations. This individual will have significant engagement with business and proposal development teams.

 Specific Responsibilities:

Business Development and Talent Identification

  • Engage in business development activities from pre-capture through proposal submission.

  • Perform strategic sourcing and research activities, such as targeted sector and competitor mapping, to identify and build the IDG’s talent network. Contact potential candidates, develop and document profiles and maintain contact notes within RTI systems to ensure a high-touch candidate experience.

  • Leverage technology for excellent candidate relationship management to discover and sustain leads, referrals, and other potential prospects. Use social media as a sourcing and branding tool.

  • Develop and disseminate compelling and informative recruitment communications content.

  • Conduct market research on competitive landscapes of donor-funded programming.

Candidate Relationship and Experience Management

  • Provide support to strategic recruiting activities such as job classification, sourcing, candidate relationship management, and negotiation.

  • Coordinate and provide direct onboarding support for project staff identified through the proposal process to support rapid mobilization at project award.  

  • Provide data management for candidate relationships. Develop and execute strategies for communications campaigns.

  • Support management of candidate and network knowledge to strengthen competitive intelligence gathering efforts.

  • Support development of strategic talent lists in collaboration with Talent Acquisition Partners.

Support Senior Talent Acquisition Manager in recruitment database administration and improvement of usability/user experience.


Education and Experience:

  • Bachelor’s Degree in international studies, political science, business, communication, or other relevant discipline preferred. At least 1 year of experience in support of recruitment, business development, or international development program activities. Experience working with international development professionals preferred.

  • Experience working on multiple projects where competing demands are the norm.

  • Experience utilizing contact management databases and social/professional networking associations, groups, and products to build and maintain candidate relationships.

  • Possess a strong desire to learn how to source, screen and recruit in developing countries.

  • Exceptional attention to detail and accuracy along with excellent organizational skills.

  • Excellent oral and written communication skills demonstrated through interview responses and work samples.

  • Demonstrate entrepreneurial, adaptable and strategic approach/outlook to addressing problems and generating solutions.

  • Demonstrated interest in developing and utilizing tools and tracking systems.

  • Excellent organizational and prioritization skills and ability to work independently. Operates with an inclusive perspective; seeking to understand context and motivation.

  • Ability to work in a fast-paced environment and meet deadlines under pressure. Ability to multi-task.

  • Ability to partner with hiring managers, technical staff, and senior management to source and identify high-quality talent for open positions, as well as building a pool of candidates.

  • Excellent knowledge of MS Word, Outlook, PowerPoint, Excel.

  • Excellent interpersonal and networking skills.

  • Ability to travel internationally for extended periods as needed.

  • Culturally sensitive and respectful.

  • Language proficiency in French strongly preferred.


Physical and mental demands of this role include those that must be met by an employee to successfully perform the essential functions of this job, as outlined above.  Examples include:  remaining in a stationary position for long periods of time; operating a computer and other office machinery; thinking, learning, and concentrating effectively and frequently communicating with other people, both within RTI and outside of RTI; frequently moving about inside and travel between offices and laboratories; frequently conducting laboratory site inspections (if applicable), ability to handle the stress associated in meeting frequent, multiple and tight deadlines, ability to work in excess of 40 hours per week as workload and deadlines may require, consistent demonstration of mental stability and ability to have regular, reliable and predictable attendance.
