RTI International is requesting applications for an Accountant on a USAID-funded energy project in Papua New Guinea. The goal of the USAID PNG Electrification Partnership Project is to contribute significantly to achieving the goal of 70% electrification by 2030.   



The position is responsible for ensuring appropriate systems and procedures (payroll, cash management, vendor payments, budgeting and other related expenditures) are followed to properly disburse, account, budget and report project funds which are cost effective, timely, have proper internal controls and comply with the terms of the agreement. This role is based in Port Moresby, PNG.  



  • Provide functional support for RTI’s finance and accounting function;  
  • Accounting/keep track of expenses and other financial transactions, mainly involving expense entry, tracking, and record keeping;  
  • Prepare and submit monthly expense reports to the RTI home office;  
  • Reviews expenses and financial transactions to ensure it is compliance with RTI procedures and terms of the agreement;  
  • Maintains inventory tracking system and does periodic reviews to ensure compliance with RTI procedures and terms of the agreement;  
  • Reconcile cash accounts for field offices; 
  • Performs the cash management functions required in maintaining RTI bank accounts;   
  • Manage petty cash accounts; 
  • Follow up with field offices to make sure that by weekly expense reporting are submitted within the deadline; 
  • Review and submit monthly bank reconciliations for all project countries; 
  • Submit report of the findings to regional controller; 
  • Recommend necessary ideas based on the review findings to regional controller to improve quality of reporting; 
  • Provide training materials for field finance staff; 
  • Perform other tasks as assigned by supervisors.  


Minimum Education and Experience:

  • Bachelor’s Degree in finance or accounting and at least 1 year of experience or equivalent combination of education and experience; Master’s degree preferred.

 Skills & Abilities  

  • An understanding of and commitment to RTI’s mission and values  
  • Discreet in the judgment and management of confidential matters, materials and sensitive issues.  
  • Ability to answer most inquiries and questions independently and follow up on requests in an efficient manner.  
  • Ability to resolve problem situations is a tactful and effective communicator, both orally and in writing, ability to deal with persons of diverse cultures.  
  • Ability to understand and interpret policies and procedures as well as the ability to apply them with consistency in a variety of circumstances.  
  • Ability to function independently and carry out routine responsibilities with minimal supervision.  
  • Must be proficient in MS Excel and working knowledge of accounting software is preferable. Accpac proficiency would be a plus.  
  • Must be able to communicate in both local language and English (written and oral).   
  • Ability to work well in team environment and train others in financial reporting.  
  • Ability to follow guidelines and controls required of the position. 
  • Ability to monitor progress of a project against milestones or deadlines double-checks the accuracy of information to discover weakness or missing data and strive for high quality performance.  
  • Experience on USAID or other donor-funded programs a plus.
