Project Description

The purpose of the USAID-funded Task Order Technical Assistance Support for South Asia Regional Energy Partnership (SAREP) activity is to complement the strategic objectives of USAID’s greater Asia Enhancing Development and Growth through Energy (EDGE) initiative. The SAREP sub-regional activity is structured around four objectives: improving performance of energy utilities, increased deployment of advanced energy systems, improved energy procurement, and enhanced regional energy trade and integration.  

Position Description

RTI is hiring a Chief of Party for the USAID-funded Task Order Technical Support for South Asia Regional Energy Partnership (SAREP) activity. The COP will be responsible for overall project performance, management, and execution, ensuring all project deliverables are met or exceeded within budget and in compliance with USAID and RTI rules and regulations and local law. This position will provide project planning, oversight, leadership, and coordination. The COP will build and maintain strong and favorable client, partner, community, home office, and team relations. This position will be based in New Delhi, India, and reports to the RTI SAREP Project Manager in RTI’s home office.

Responsibilities of the Chief of Party include, but are not limited to:

  • Provide overall project vision and leadership, manage overall project design and delivery.
  • Responsible for overall management of the project including technical, administrative, financial, operational, and logistical management.
  • Provide overall strategic direction for SAREP partners, ensuring that local interventions are scaled and communicated through collaboration, learning, and adapting (CLA) processes and that national-level and state-level programming is implemented effectively at high-impact implementation sites.
  • Lead engagement with key stakeholders, including regional/state energy entities, energy ministries, regulators, utilities, system operators, private sector, etc.
  • Responsible for overall liaising with USAID and RTI home office on technical and financial matters, and implementation of and reporting on programming.
  • Responsible for effective relay of all pertinent information to home office Project Manager to ensure high-quality reporting and planning: includes quarterly and annual reports, weekly updates, success stories, and other written documents.
  • Supervise the DCOP/Workstream 2: Trade and Investments, DCOP/Workstream 2: Utilities and Technology, Workstream 1/Cross-Cutting Lead, MEL Director, and Finance and Grants Director.
  • Provide overall quality review, feedback, and mentoring of key personnel so that they are motivated, focused, and positioned to deliver high-quality outcomes; Promote a positive and productive team environment.
  • Ensure high performance of individual team members and work with Project Manager as necessary for performance planning measures including corrective actions.
  • Develop subcontract SOWs; provide high-level oversight of subcontract/subagreement/grantee performance.
  • Meet with the USAID COR weekly and ad hoc as necessary, to create an open communication environment and provide consistent progress updates and collaboration to elevate SAREP’s impact.
  • In collaboration with the COR, lead annual work planning and pause-and-reflect sessions with partners and stakeholders.
  • Ensure continuous progress and collaboration across Objectives/Workstreams and countries, so that activities are integrative, complementary, and work in tandem to maximize SAREP results.
  • Oversee performance monitoring and evaluation to ensure all project targets are met or exceeded – making recommendations for improvement in program implementation.
  • Foster and maintain effective, professional relations with a broad range of government counterparts, local organizations, donors, and other stakeholders for successful implementation.
  • Oversee preparation and delivering high-quality reports to USAID, including quarterly and annual reports, and other deliverables required by the contract. This includes providing project data and information, reviewing documents for accuracy, and writing relevant sections as agreed with the home office.
  • Promote synergies across technical components of the project; ensure good team planning, coordination, deployment of resources, and intra-team communication in support of project objectives.
  • Identify opportunities for press releases, posts to social media, public events, interviews with stakeholders, etc., and work with communications team and home office as necessary to ensure they are exploited.
  • Manage implementation and updating of security plan.

Qualifications:

  • Master’s degree in energy or related field plus a minimum of 15 years of experience in leading and managing energy projects of similar scope and size to SAREP.
  • Sound knowledge of energy sector across South Asia, experience in private sector engagement and coordination with multiple stakeholders and experience of managing international donor projects.
  • Demonstrated knowledge, skills, experience, and abilities to provide technical and management leadership to a large regional energy program and to effectively manage a comparable program.
  • Possess strong managerial, leadership, and communication skills.
  • Extensive and substantive experience working with counterparts at various levels of government, as well as with non-government and regional organizations.
  • Strong technical expertise, superb management skills, and exceptional writing and communications skills in English.
