Project Description 

The purpose of the USAID-funded Ukraine Anti-Corruption Activity is to reduce corruption and increase government accountability and transparency in Ukraine by empowering key government institutions to fight corruption; increasing public support for and engagement in anti-corruption; and reducing public tolerance of corrupt practices. The anticipated program will be based in Kiev, Ukraine.  

Position Description  

RTI is seeking a Chief of Party (COP) for the anticipated USAID-funded Ukraine Anti-Corruption Activity. The COP will be responsible for overall project performance, management, and execution ensuring all project deliverables are exceptionally exceeded within budget and compliance. This position will provide project planning, oversight, leadership, and coordination. The COP will build and maintain strong and favorable client, partner, community, home office and team relations. They will provide technical assistance, coordination with the local government and support activities where necessary.  

Responsibilities of the COP may include:  

  • Overall management of the project including technical, administrative, financial, operational, and logistical oversight and management.  

  • Managing overall project design and delivery, including communicating project vision and leadership. 

  • Developing and maintaining effective, professional relationships with a broad range of government officials, civil society organization leaders, donor representatives, and other key stakeholders.  

  • Managing client relations and representing RTI with the client and other stakeholders – including coordinating on project planning, activities, events, training, grantmaking, and resource allocation.  

  • Preparing and delivering high-quality deliverables to USAID, including quarterly, annual, and other reports required by the contract. This includes providing project data and information, reviewing documents for accuracy, and writing relevant sections as agreed with the home office.  

  • Ensuring coordination and collaboration across technical components of the project and among project partners. 

  • Establishing a one team culture that includes accountability and implementation excellence in activity planning, execution, procurement, communications, learning, and reporting – all in support of the project’s objectives.  

  • Developing and overseeing human resource policies and practices that result in strong performance, positive morale, and high staff retention. 


  • An advanced degree in public administration, political science, law, business management, organizational behavior, development management, or a related field. 

  • 15 years’ professional work experience in the broad area of governance – including experience in Ukraine. 

  • Five years’ experience as Chief of Party or equivalent, leading implementation of large international donor programs.  

  • 10 years of progressively responsible experience and expertise working on donor-funded anti-corruption, transparency, and accountability programs.  

  • Demonstrated experience in strengthening institutional control systems, reforming legislation, and mainstreaming anti-corruption approaches into line ministries and decentralized government units. 

  • Knowledge of effective approaches to integrating thinking and working politically / political economy analysis, corruption risk assessments, and behavioral science approaches into USAID governance programs.  

  • Demonstrated skills in building, mobilizing, and leading multicultural and multidisciplinary teams and working under pressure in difficult operating environments and with multiple concurrent demands.  

  • Demonstrated knowledge and experience managing USAID contracts, including understanding of USAID rules and regulations.  

  • Fluent communication and interpersonal skills; written and spoken English is required, Ukrainian and/or Russian language strongly preferred.
