RTI is seeking a Curriculum and Textbook Development Process Manager to join the USAID Uzbekistan Education for Excellence Program (UEEP). The Program is implemented by RTI International (RTI) in partnership with Florida State University and Mississippi State University to provide the expertise and experience needed to help MPE achieve and sustain the anticipated outcomes of the Program. The program goal is to improve reading, mathematics, technology, and English skills of students in the country’s public schools.  

 

The Curriculum and Textbook Development Process Manager will establish and manage the overall process for customization, development, field testing, and finalization of print-ready files for at least 44 student textbooks and teacher guides (likely 22 for ICT and 22 for EFL). The Process Manager will oversee and liaise with a team of some 13 national program staff/consultants as well as 6-7 international technical advisors and consultants located in Uzbekistan and the United States. The Process Manger will oversee related process design, team onboarding, communications, file management, quality assurance, and support systems and procedures. The Process Manager is based in the central Program office in Tashkent and will report to the Program Chief of Party.  This is a full-time 2-year position (December 2020 – November 2022).

Specific Responsibilities include: 

  • Establish and oversee production process of at least two (in part virtual) Curriculum Development Teams in the customization and development of print-ready files versions of at least 44 student books and teachers guides;
  • Liaise with the Publisher(s) to define, monitor, and get approval for customization actions by the Curriculum Development Teams;
  • Create, refine, and monitor work-plan/workflow for the curriculum development and production process, in collaboration with the Technical Team and the Publisher(s);
  • Develop systems for organizing input and output documents, archiving previous versions of materials, and tracking final versions of materials; and when transferring documents back and forth with the Publisher(s), as applicable.
  • Develop and monitor communications system for Curriculum Development Teams to communicate challenges and questions as they happen, ensuring rapid and appropriate response, and ensuring that all concerned team members are updated on progress and issues/concerns;
  • Collaborate with the Technical Team to develop and apply quality assurance checks/protocols;
  • Work with UEEP leadership and Technical Team to oversee organization and coordination of key events related to the curriculum development, production, and review process;
  • Work with UEEP leadership and Technical Team to oversee organization and coordination of the curriculum product review process by MPE colleagues;
  • Support team members and help ensure that they understand and correctly follow established systems and processes;
  • Establish and maintain ongoing and day-to-day communication with stakeholders and counterparts and the Program team;
  • In coordination with the Chief of Party, satisfactorily meditate/resolve any conflicts during the development and implementation of Program tasks and activities;
  • Be collegial and work as part of a team to support others and to share experiences and expertise;
  • Perform other reasonable tasks as required by the Program and as negotiated with the supervisor. 

Minimum Qualifications and Experience: 

  • Master’s Degree in Education, Communications, Management, or related field.
  • Minimum of 9 years of relevant experience, indulging curriculum development, project or publication management experience, with proven experience managing time-sensitive, simultaneous activities and multiple teams.
  • Experience with instructional materials publishing/production a plus.  
  • Computer literacy including proficiency in Microsoft applications (especially Word, Excel, Access and PowerPoint) required; familiarity with cloud-based computing a plus.
  • Near-native level of proficiency in English required; proficiency in Russian or Uzbek a plus.
  • Willingness and ability to travel to and throughout Uzbekistan. 
  • Previous experience working in Central Asia a plus.
                               
    Desired Experience, Knowledge and Skills: 
  • Ability to oversee and manage diverse, distributed teams performing under tight deadlines.
  • Ability to plan activities in detail and to work under tight deadlines on simultaneous tasks.
  • Ability to oversee, manage, and coordinate all aspects of curriculum development process, production, quality assurance, and process reporting. 
  • Ability to function as part of a team, as well as work independently with limited supervision.
  • Ability to respond to unexpected changes and to handle stress in a professional manner.  
  • Excellent self-management skills and highly organized and responsive with excellent follow-through on assigned tasks. 
  • Excellent attention to detail, record-keeping and document management skills.
  • Demonstrated sensitivity to gender and social inclusion, including working with people from diverse backgrounds.
