Project Background and Job Summary:

RTI International is implementing the USAID Transforming the Education System for Teachers and Students in Liberia (TESTS) Activity. This activity will work closely with and support the Liberian Ministry of Education (MOE) to improve the quality of teachers’ instruction in early childhood education (ECE) and primary grades. This position is based in Monrovia, Liberia. The successful candidate must possess excellent oral and written communication skills including fluency in English.

The Database and University IT Specialist will have three primary roles:

  • To set up and maintain TESTS IT systems, ensuring that all project computers, local area networks, printers, faxes, copiers, phones, and systems are virus-free and in proper working order
  • To work with the RTI home office to develop and to take full responsibility to manage a user-friendly database for project monitoring and evaluation data; and support the development of a TESTS Tracking Portal, including visualizations and reports on activities and participants; and lead day-to-day data entry, management, and reporting.
  • Support eight TESTS Teacher Training Institutions (TTIs) in evaluating their IT needs and procuring, setting up, and maintaining TTI IT equipment

 

Roles and Responsibilities:

 

TESTS IT Support Responsibilities

  • Manage the use and maintenance of technology required for day-to-day operational support of project staff and implementation, including the first level of support Windows PCs and Windows servers and maintain network infrastructure ISP, router, (wireless and hard-wired internet) Ethernet switch and PBX phones, maintain spare parts and hardware repairs and restoration
  • Set up, maintain, and support the IT infrastructure and equipment for the TESTS office and support individuals who are based remotely
  • Ensure Windows and other software (e.g., QuickBooks for finance staff) are maintained and properly usable
  • Ensure information is securely backed up and maintained in accordance with RTI policies and procedures

 

TESTS Database Responsibilities

  • Work with M&E Director and RTI home office staff to develop a user-friendly, secure, and scalable database for activity, participant, and general M&E data entry, management, and reporting
  • Work with M&E Director and RTI home office staff to support the development of Tracking Portal and linking the Portal to necessary TESTS databases and reporting systems
  • Develop and implement data backup and disaster recovery procedures to safeguard activity data on and offsite
  • Maintain, follow, and promote timely and correct archiving of the different monitoring tools through constant contact and collaboration with the regional and departmental actors included in the implementation plan  
  • Support the production of periodical M&E standardized reports as well as special reports from data analysis as needed
  • Upgrade Activity database routinely to include new data collection forms for activity data collection, monitoring, and reporting

 

TTI IT Support Responsibilities

  • Support TTI knowledge and skills gap assessments
  • Lead TTI information and communication technology (ICT) needs assessments
  • Lead the set-up, and maintenance of TTI IT equipment as needed, working closely with RTI home office specialists and TTI IE leads
  • Perform other tasks as assigned by management

Qualifications:

  • Master’s degree and 6 years of experience or Bachelor’s Degree and 10 years of experience
  • Demonstrated experience in leading IT operations on a donor-funded project, preferred.
  • Solid knowledge and understanding of Windows 7, Windows Server 2008, and MS Office 2007/MS Office 2010 (including Outlook, Word, Excel, and PowerPoint)
  • Skill and knowledge in developing and maintenance website and database system
  • Demonstrated experience troubleshooting network issues
  • Knowledge of Symantec Backup Exec is considered an asset
  • The ability to travel to locations where project staff are based remotely may be needed
  • The ability to support MAC computers may be useful
  • Proven capacity to work under pressure, meet deadlines, and set priorities
  • High level of personal and professional integrity, motivation to perform at one’s best
  • Fluency in written and spoken English required

 

Physical/Mental Demands

The physical and mental demands of this role include those that must be met by an employee to successfully perform the essential functions of this job, as outlined above.  Examples include:  remaining in a stationary position for long periods of time; operating a computer and other office machinery; thinking, learning, and concentrating effectively and frequently communicating with other people, both within RTI and outside of RTI; frequently moving about inside and travel between offices and grantee locations; frequently conducting grantee site inspections (if applicable); ability to handle the stress associated in meeting frequent, multiple and tight deadlines; ability to work in excess of 40 hours per week as workload and deadlines may require; ability to have regular, reliable and predictable attendance.
