RTI International is currently accepting applications for a Deputy Chief of Party (DCOP) for an anticipated USAID-funded Improved Health Service Delivery activity in Haiti. This anticipated activity aims to deliver health services from the Ministry of Health’s Essential Package of Health Services through facilities and attending communities. These services are to include: 1) Maternal, Child Health and Nutrition Services; 2) HIV/AIDS; and 3) Family Planning and Reproductive Health (e.g., services, counseling, & commodities). These services will be rendered both at facility levels and within the community through mobile clinics and community health workers and will also include higher level services such as integrated management of newborn and child illness, and basic emergency obstetric and newborn care. Additionally, it is envisioned that the activity will have a cross-cutting component ensuring integration and collaboration among all health services, monitoring and evaluation, community participation/health system strengthening and capacity building; and coordination with the Government of Haiti through the Ministry of Health, local NGOs, and other partners to develop a deliberate transition plan (and timeframe) to reduce humanitarian assistance to the Government of Haiti. The activity is expected to build on previous and on-going USAID/Haiti interventions.

 

The DCOP will report to the Chief of Party (COP). He/she will be responsible for, in collaboration with the COP, the overall administrative and operational management of the project.  Candidates should possess a mix of strong management, administrative and communication skills (including report writing), as well as an understanding of operating on the ground in Haiti to lead procurement, logistics, safety, and security efforts. Position is contingent upon award and funding.

 

Responsibilities

  • Supports the COP in providing technical direction and leadership of the project.
  • Oversees, in collaboration with the COP, project operations, procurement, logistics, communications, human resources, and security.
  • Provides oversight of the regional offices and department-level implementation.
  • Facilitates close coordination with the regional technical teams.
  • Develops and adapts technical strategies, approaches, and activities to achieve objectives, and applies and contextualizes global best practices and learning to the Haitian setting. 
  • In the absence of the COP, serves as Acting COP and the project’s key representative to USAID, Government of Haiti, and other stakeholders.
  • Takes a leadership role in work planning and implementation of project activities by collaborating with the COP and ensuring that project activities meet USAID/Haiti and stakeholders’ expectations.
  • Works with the COP to manage project performance and results, including oversight and direction of the project’s technical, operational, and administrative staff.
  • Ensures coordination and collaboration with other USAID implementing partners and cross-sector programs, as appropriate, at the subnational level.   

 

Qualifications

  • Master’s degree in public health, public administration, political science, urban planning, or related degree with minimum 12 years of relevant experience.  
  • Previous experience with USAID-funded programs, and fluency with USAID policies and procedures related to procurement and operations.
  • Excellent track record of good interpersonal, supervision, leadership, and managerial skills.
  • Demonstrated team player with effective cross-cultural interpersonal skills; able to develop and communicate a common vision among diverse partners and lead multidisciplinary teams.
  • Experience managing grants and/or cash transfer programs for beneficiaries preferred.
  • Ability to resolve sensitive and complicated work issues with senior high-level country counterparts, donor representatives, and senior-level staff.
  • Verbal and written fluency in French (R4/S4) and English (R3/S3), along with strong communications, interpersonal and presentation skills. Fluency in Creole desirable.
  • Experience working in Haiti.
