Essential Duties:

  1. Oversees Activity operations and finance team and activities, including HR, sub-awards, grants, cost share, procurement, budget, logistics, consulting agreements, administration, reviews and audits, and closeout 
  • Sub-award and grant oversight may include, but is not limited to, assessing potential sub-awardees’ and grantees’ finance and operations systems against USAID and GOU regulations and offering finance and operations training and mentorship as necessary. 
  1. Develops and implements strict fraud mitigation practices and ensures rigorous implementation of systems and processes to support Activity financial management and regulatory compliance. 
  2. Prepares and diligently tracks Activity expenditures and budget projections. 
  3. Reviews vouchers and payment requests, including proper back-up documentation to ensure compliance with RTI and USAID policies, procedures, rules, and regulations. 
  4. Manages procurement of Activity supplies, services, and other items in accordance with RTI and USAID rules and regulations; ensures that Activity assets are properly labeled, inventoried, maintained, and disposed of as necessary. 
  5. Ensures continuous liquidity for the Activity and timely payments to staff, consultants, and vendors. 
  6. Calculates and issues payroll; calculates and submits payroll taxes to the proper host country authorities. 
  7. Maintains complete, accurate, and timely financial records in compliance with USAID and RTI policies and procedures; prepares and submits required financial reports as directed and in a timely manner. 
  8. Coordinates with RTI’s local legal and accounting advisors; serves as liaison between local external auditing authorities and RTI’s home office. 
  9. Responsible for internal audits and preparing for external audits by USAID and RTI auditors. 
  10. Establishes and oversees management of field office financial filing system (both paper and electronic) in coordination with home office.  
  11. Provides oversight and management to information technology (IT) services. 
  12. Consistently monitors B4R employees’ timesheets and expense reports.  
  13. Oversees Senior Accountant and his/her management of Activity bank accounts, reconciliation of monthly accounts and bank statements, generation and submission of monthly QuickBooks file to RTI’s Finance Department, and submission of receipts and invoices to RTI’s home office and USAID as required. 
  14. Applies longstanding knowledge of USAID/Uganda context and understanding to Activity operations and finance to maintain Activity accountability. 

Supervises 5-6 Activity finance and operations staff. 

Minimum Required Education & Experience

  • Masters degree in Business, Finance, Accounting, or a similar relevant field and 9 years of experience or
  • Bachelors Degree and 12 years of experience
  • A minimum of 5 years of experience in managing, increasing roles of responsibility,
  • Minimum of 12- years extensive professional experience in finance, operations/administration, logistics and/or HR-related matters for international development activities of similar scope and size of this Activity;
  • Professional certification (e.g. CPA, ACCA, or equivalent) upto level 3
  • Strong understanding of USAID financial reporting and compliance requirements
  • Demonstrated ability in establishing and managing financial management and compliance systems and procedures. 
  • Experience in managing donor-funded projects of similar scope and size as this Activity. 
  • Demonstrated experience in risk management and implementation of internal controls for Finance and Grants sections. 

 

Skills & Abilities

  • Supervisory experience of more than 3 staff at a time.
  • Ability to work in a matrix reporting environment
  • Ability to provide guidance to senior management team and key stakeholders both internally and externally
  • Proven experience developing and implementing strict fraud mitigation systems and practices; demonstrable experience in risk management and implementation of internal controls.
  • S/he must have level 3 proficiency in English
  • Strong candidates will exhibit excellent organizational and interpersonal skills, ability to work under difficult circumstances with limited resources, and ability to form productive relationships with host country counterparts and training institutions.

Physical and mental demands of this role include those that must be met by an employee to successfully perform the essential functions of this job, as outlined above.  Examples include:  remaining in a stationary position for long periods of time; operating a computer and other office machinery; thinking, learning, and concentrating effectively and frequently communicating with other people, both within RTI and outside of RTI; frequently moving about inside and travel between offices and laboratories; frequently conducting laboratory site inspections (if applicable), ability to handle the stress associated in meeting frequent, multiple and tight deadlines, ability to work in excess of 40 hours per week as workload and deadlines may require, consistent demonstration of mental stability and ability to have regular, reliable and predictable attendance.
