  • Master’s degree in statistics, public health or policy, demographics, international development, economics, or a bachelor’s degree with an advanced certificate in M&E, statistics, or economics.
  • Experience in agenda setting, project design, coordination, and implementation.
  • Minimum of 8 years of professional experience in a senior M&E position responsible for implementing surveillance or health system strengthening and M&E activities of international development projects.
  • Experience in disease surveillance strategic planning and performance measurement, including indicator selection, target setting, reporting, and developing M&E or performance monitoring plans in the context of Global Health Security and International Health Regulations (IHR).      
  • Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
  • Demonstrated experience in health data analysis using Excel, Epi-Info, DHIS2, and similar tools and ability to train on such.
  • Strong oral and written communication skills in English required, including evidence of quality report writing and presentations. Demonstrated ability to meet deadlines with quality products.
  • Applications from Congolese nationals are highly desired.
  • Strong organizational and interpersonal skills capable of maintaining good relations with the Ministry of Health and other partners.
  • Previous experience evaluating the impact of vaccine introduction preferred.
  • Experience working with CDC, or other US government funded projects is preferred.
  • Ability to manage and execute multiple tasks with unexpected interruptions.

  • Expérience en développement de programmes, la conception, la coordination et la mise en œuvre de projets.
  • Au moins 8 ans d’expérience dans un poste de Responsable Suivi et Evaluation chargé de la mise en œuvre des activités de surveillance ou de renforcement du système de santé et de suivi-évaluation des projets de développement international.
  • Expérience de la surveillance des maladies, de la planification stratégique et de la mesure des performances, y compris la sélection des indicateurs, la définition des objectifs, la rédaction de rapports et l'élaboration de plans de S&E ou de suivi des performances dans le contexte de la sécurité sanitaire mondiale et du Règlement sanitaire international (RSI).
  • Succès avéré dans la conception, la mise en œuvre et l'exploitation des systèmes de S&E des projets, du lancement jusqu’a leur clôture.
  • Expérience confirmée dans l'analyse des données sanitaire à l’aide d’Excel, d’Epi-Info, DHIS2 et des outils similaires et capacité à se former sur ces derniers.
  • Forte capacité en communication orale et écrite en anglais requises, y compris la preuve de la qualité de la rédaction de rapports et de présentations. Capacité démontrée à respecter les délais avec des produits de qualité.
  • Les candidatures de ressortissants congolais sont vivement souhaitées.
  • Forte capacité organisationnelle et interpersonnelle, et capacité à développer d'excellentes relations avec le ministère de la Santé et d'autres partenaires.
  • Expérience antérieure de l’évaluation de l'impact de l'introduction d’un vaccin est préférable.
  • Expérience avec les projets financé par le CCPM ou d’autres projets financés par le gouvernement américain est préférable.
  • Capacité à gérer et à exécuter tâches multiples avec des interruptions inattendues.
