Responsibilities:

Around the globe, RTI International is working to develop and implement low emission energy technology alternatives, raise private financing for energy infrastructure, work with governments on legal and regulatory reforms to alleviate bottlenecks in energy generation and consumption, and increasing access to green energy to sustain economic growth and reduce poverty. We serve as a chosen partner for USAID’s Power Africa program in sub-Sahara Africa, and we are looking to expand our knowledge and practice to support the electrification of Papua New Guinea.

RTI is seeking a Senior Legal and Regulatory Advisor for an anticipated upcoming USAID energy project in Papua New Guinea. The Senior and Legal Regulatory Advisor assists and advises on legal and regulatory issues impeding the overall objective goal of USAID PNG Electrification Partnership Activity which is to contribute significantly to 70% electrification by 2030.

Specific Responsibilities:
• Work with the Senior PPP/Project Finance Advisor to review and make recommendations on existing or draft laws, regulations, and procedures related to energy sector structure. Work may include analysis and comment on existing structures or design and implementation of new ones. May include work related to tariffs, licenses, fees, tax requirements, various business incentives, gap assessments of local laws and international best practices, project development processes, generation procurement, PPP frameworks, and other legal structures that impact private-sector and foreign investment in the power sector. May also include analysis and revision of regulatory oversight processes and requirements or design and implementation of new ones.
• Assist in the development of power sector legal and regulatory due diligence analyses.
• Assist in the design and delivery regulatory and policy reform activities.
• Provide legal advice for power sector reforms with a focus on strengthening the independence and effectiveness of regulatory bodies, updating energy market laws to facilitate private-sector and foreign investment in the power sector.

Required minimum qualification and experience.
• JD or equivalent
• A minimum of five (5) years’ experience working on similar legal issues within the power sector
• Experience leading a donor-funded project preferred
• Experience working in Papua New Guinea or the Asia Pacific region preferred

Knowledge, Skills and Abilities
• Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
• Strong oral/written communication skills and ability to communicate at multiple levels in the organization: and ability to coordinate activities with officials from host country government, US Government, NGO’s, and other agencies;
• Ability to build effective relationships with all clients, peers, and stakeholders
• Ability to work hands-on, independently, and within team.
• Demonstrated success managing and leading technical and administrative teams;
• Strong organizational and interpersonal skills and ability to work in a team-oriented setting;
• Experience in general business administration and financial management
• English language proficiency



Physical and mental demands of this role include those that must be met by an employee to successfully perform the essential functions of this job, as outlined above.  Examples include:  remaining in a stationary position for long periods of time; operating a computer and other office machinery; thinking, learning, and concentrating effectively and frequently communicating with other people, both within RTI and outside of RTI; frequently moving about inside and travel between offices and laboratories; frequently conducting laboratory site inspections (if applicable), ability to handle the stress associated in meeting frequent, multiple and tight deadlines, ability to work in excess of 40 hours per week as workload and deadlines may require, consistent demonstration of mental stability and ability to have regular, reliable and predictable attendance.
