Around the globe, RTI International is working to develop and implement low emission energy technology alternatives, raise private financing for energy infrastructure, work with governments on legal and regulatory reforms to alleviate bottlenecks in energy generation and consumption, and increasing access to green energy to sustain economic growth and reduce poverty. We serve as a chosen partner for USAID’s Power Africa program in sub-Sahara Africa, and we are looking to expand our knowledge and practice to support the development of sound energy infrastructure, enabling energy sector reforms, and grow sustainable, secure energy markets throughout the Indo-Pacific.

RTI is seeking a Senior Technical Advisor for an anticipated upcoming USAID energy project in Southeast Asia. This will be a senior level position, and candidates should have a proven track record of leadership and the ability to navigate complex political environments.

Specific Responsibilities:

• Provide overall technical vision and leadership in areas that relates to energy policy and regulatory reform, regional energy trade, utility (electricity and gas) performance improvements, modern energy technologies’ adoption, energy procurement systems and diversification of energy resources.
• Manage and maintain relationships with stakeholders in the region
• Represent project with partners and USG
• Ensure synergies across EDGE’s technical components
Required minimum qualifications and experience:
• Minimum of 10 years of technical expertise in energy markets, energy security and trade, policy, and private sector investment in Indo-Pacific;
• Extensive and substantive experience working with senior government officials, private sector leaders and other stakeholders in the energy sector in Indo-Pacific;
• Experience working on USAID or other donor funded projects preferably in Southeast Asia required.
• Demonstrated skills in building, mobilizing, and leading multi-disciplinary teams;
• Strong technical expertise and management skills, and exceptional writing and communications skills in English;
• Possession of intellectual, communications, leadership, and managerial skills necessary to develop, articulate and implement a strategic vision for EDGE;
• Master’s degree in energy-related engineering, economics, energy policy and/or another related field.

Physical and mental demands of this role include those that must be met by an employee to successfully perform the essential functions of this job, as outlined above.  Examples include:  remaining in a stationary position for long periods of time; operating a computer and other office machinery; thinking, learning, and concentrating effectively and frequently communicating with other people, both within RTI and outside of RTI; frequently moving about inside and travel between offices and laboratories; frequently conducting laboratory site inspections (if applicable), ability to handle the stress associated in meeting frequent, multiple and tight deadlines, ability to work in excess of 40 hours per week as workload and deadlines may require, consistent demonstration of mental stability and ability to have regular, reliable and predictable attendance.
