Required Skills and Qualifications: 
  • Master’s degree in public policy, governance and human rights, public administration, economics, law or other related fields and 12 years of experience.

  • At least 8 years of progressive experience in the implementation and management of international donor, including USAID- and DFID, funded democracy, human rights and governance (DRG) programming.

  • Substantial knowledge and experience related to strengthening accountability and anticorruption systems in Uganda.

  • Experience and expertise in a combination of the following technical areas: civil society strengthening and network building; and integrated governance for strengthening service delivery.

  • Technical understanding in Uganda in one or more the following areas highly preferred: capacity development; leadership and management; gender equity and social inclusion; youth participation; governance and decentralisation; natural resource governance in refugee districts; and wildlife crime related corruption.

  • Experience in providing technical assistance to local partners, organizations and grantees. 

  • Ability to work effectively, responsively, and collaboratively with government counterparts such as GOU ministries and anticorruption institutions, development and private sector partners, civil society organizations, private sector and academic/research institutions.  

  • Excellent personnel and program management, oral and written communication, and organizational skills.

  • Demonstrated commitment to working collaboratively and respectfully within team and cross-cultural settings.

  • Senior management experience and in-depth knowledge and familiarity with USAID and/or DFID rules and regulations and reporting requirements considered desirable.

  • Professional proficiency in spoken and written English is required.
