RTI seeks a Finance and Administrative Officer for the two-year USAID-funded, Sustainable Fish Asia (SUFIA) Local Capacity Development program. The ultimate goal of this program is to improve the management of marine biodiversity and fisheries resources in the Indo-Pacific region by reducing unsustainable fishing and illegal, unreported, and unregulated (IUU) fishing. Project activities will focus on boosting the managerial and operational capacities of two regional organizations that work in this domain so that they are better poised to achieve their mandates. This position will be based in Bangkok, Thailand but will require some regional travel, conditions permitting.

This individual should have experience in providing a wide range of finance and administrative support to organizations implementing development projects. The individual must be a Thai national and fluent Thai speaker. They must also be fluent in English.

Roles and Responsibilities:

The Finance and Administration Officer will perform a wide range of tasks to support two project staff, two regional organizational partners, and consultants. RTI is looking for an individual that can both manage the  project’s administration and finance responsibilities (estimated 40-50% of time) and additionally be able to provide finance and administrative support to two partner organizations; one based in Thailand and another based in Indonesia for the remaining time.

Project finance and administrative duties include:

  • Maintaining project electronic and paper files for personnel, procurement, and program activities
  • Scheduling appointments and sending official project correspondence
  • Procuring project supplies and other equipment, which will involve issuing purchase requests and orders
  • Administering and managing petty cash on the project to staff, as needed, and in line with RTI policies
  • Arranging travel for project staff and partner representatives, including booking airfare, hotels, and providing per diem to staff and participants
  • Supporting recruitment of project consultants
  • Issuing payments to vendors and grantees, ensuring that they are issued in compliance with RTI and USAID financial accounting policies and procedures, and that they are in line with the project budget
  • Managing payroll administration, including appropriate deductions as required under relevant labor laws and RTI policies
  • Recording all financial transactions in QuickBooks and ensuring accurate bookkeeping and proper supporting documentation. This task also involves managing the project’s monthly financial close and preparing monthly financial reports
  • Tracking staff paid time off (or vacation days), enrolling staff in medical insurance and social security programs, and other basic HR administration.

Finance and administration support to the project’s two partners will be provided in person as well as through remote support and will include:

  • Conducting participatory and collaborative organizational assessments of partner finance and administration systems, including their accounting, financial controls, grantmaking, human resources, procurement, and organizational policies to ensure that they are compliant in respect to USAID rules and regulations and will enable them to manage future USAID funding
  • Working with partner organization representatives to prioritize and create a capacity development action plan required for financial and administration system and practice strengthening
  • As needed, providing on-site and virtual capacity development services to two partner organizations in the above areas in order to help them boost the skills of their finance and admin staff and improve their systems, policies, and practices in this area. This support will be to build the capacity of their staff so that they are able to do it on their own and effectively.
  • Supporting recruitment and procurement of consultants to provide additional finance and administration technical services to partners, as needed.
  • Conducting periodic performance improvement surveys of partner organizations and contribute to monthly and quarterly reporting as well as project monitoring and evaluation
  • Coordinating with other SUFIA staff and consultants providing capacity development services to program partners.

 

Qualifications: 

  • Undergraduate degree in Finance, Business Administration, Accounting, or a related field; Advanced degree preferred  
  • At least 8 years of experience in providing administrative and financial support to an organization
  • At least 4 years of working on a U.S. Government/USAID project providing accounting, bookkeeping, and/or management of project procurement and budgets and deep knowledge of USAID rules and regulations as well as compliance issues
  • At least 4 years of experience in providing financial and administrative capacity building support to organizations.
  • Strong attention to detail and ability to meet deadlines
  • Excellent interpersonal and communication skills
  • Ability to evaluate and provide capacity building on finance and administrative issues. This requires excellent collaboration and communication skills and familiarity with the basics of building organizational capacity and how to guide change within an organization.
  • Experience and familiarity with QuickBooks, or a similar accounting program is required
  • Ability to travel regionally up to approximately 20% of the time, conditions permitting
  • Be a Thai national and fluent in Thai and English languages
