Technical Director, Malaria and Integrated Health – Burkina Faso

RTI International is seeking Technical Director candidates for an anticipated USAID Burkina Faso Integrated Health Services (IHS) Activity. The 5 year, USAID-funded project will contribute to the Government of Burkina Faso’s overarching goal of improving the health and well-being of the Burkinabe population. The project’s objectives are to: (1) Reduce the burden of malaria through the President’s Malaria Initiative (PMI) by scaling up and intensifying the implementation of proven and effective malaria prevention and control interventions; (2) Strengthen the national health system so that it is prepared for effective prevention, detection, and response to public health threats under the Global Health Security Agenda (GHSA) program; (3) Improve women, adolescents, newborns and children’s health through increased access and utilization of family planning, maternal, neonatal, nutrition, adolescent and child health; and (4) Reinforce high impact interventions including service delivery, social behavior change communication, commodities’ supply chain management, and strengthening of the community health system.


The Technical Director will be responsible for all technical aspects of the project, i.e. that interventions implemented are aligned with national strategies and plans, follow national and international standards and guidance, are technically state-of-the-art and sound, and as effective and impactful as possible. The Director will lead a team of technical experts contributing to achievement of programmatic results in malaria, infectious diseases, HSS, MNCH/FP/RH, integrated service delivery, quality improvement, community health, civil society engagement, organizational capacity strengthening, innovation and policy.  The position will be based in Ouagadougou, Burkina Faso. 


Roles and Responsibilities:


  • Oversees and leads team to design, implement and monitor implementation of technical activities pertaining to the integrated delivery and scale up of proven malaria, infectious disease, HSS and MNCH/FP/RH interventions, including facility and community-based diagnosis and treatment of illness as well as provision of quality health services; access to, adherence of and use of preventive measures and behaviors (e.g. seasonal malaria chemoprevention, distribution of insecticide-treated bednets); strengthening subnational commodity supply chains.  
  • In collaboration with the project’s Monitoring, Evaluation Research, Learning and Adapting (MERLA) Director, monitors program results and is responsible for ensuring that the project provides high quality services, meets its annual targets, and maximizes positive outcomes.
  • Liaises with other critical government and development partners working in malaria, infectious diseases, HSS, MNCH/FP/RH such as MOH, USAID, CDC, Global Fund, WHO, World Bank, etc.
  • Represents RTI in national level technical working groups, committees, etc.
  • Ensures the timely and quality completion of all program technical deliverables and reports in accordance with USAID guidelines.

 



Qualifications:
  • Medical degree or PhD in epidemiology, entomology, or public health.
  • Minimum 10 years’ experience working in the field of international health programming in Africa, preferably in Burkina Faso and preferably on USG-funded projects.
  • Prior experience working on malaria prevention and control programming in Burkina Faso and/or in partnership with the PNLP strongly desired.
  • Demonstrated senior-level expertise in malaria prevention and control; experience in malaria case management preferred.
  • At least five years’ supervisory experience with USG-funded international health project design, implementation and monitoring and evaluation.
  • Experience in directing, managing, implementing, and evaluating large, complex projects involving the collection, analysis, and presentation of health data that covers the full range of technical, field and administrative skills required for successful implementation.
  • Experience in strengthening the capacity of government and stakeholder staff as well as local organization counterparts and communities.
  • Strong organizational and interpersonal skills and ability to work in a large team team-oriented setting.
  • Willingness and ability to travel frequently within Burkina Faso.
  • Excellent proficiency with Microsoft Office Suite applications.
  • Excellent oral and written communication skills.
  • Fluency in French and English (tested FSI R3/S3).
