Position Summary
 
RTI is currently accepting applications for Capacity Building Officer for an existing USAID-funded Local Capacity for Local Solutions project that focuses on ten countries in the Eastern and Southern Caribbean (ESC) region. These countries include: Antigua & Barbuda, Barbados, Dominica, Grenada, Guyana, St. Kitts & Nevis, St. Lucia, St. Vincent & the Grenadines, Suriname, and Trinidad & Tobago. The Capacity Building Officer will be based out of Barbados and she/he will be expected to travel to other target countries up to 30% of the time.
 
The Local Capacity for Local Solutions project focuses on strengthening the operational, managerial and administrative capacity of NGOs/CSOs in the ESC using innovative and non-traditional means. This involves a mix of peer-to-peer learning, mentoring and coaching, distance learning and other outside-the-box approaches beyond training. Although NGOs/CSOs are the primary beneficiary of capacity development activities, the project will also seek to strengthen the connectivity of NGOs/CSOs and other disparate entities in the private sector, academic, and government at national, sub-regional and regional levels. The project is expected to end around October 2020.
 
The Capacity Building Officer will support the project’s Capacity Building Team in order to provide a broad range of assistance to NGOs throughout the ESC. The Capacity Building Officer will possess a broad background in strengthening the managerial, operational and administrative capacities of NGOs/CSOs in the Caribbean and will have a deep understanding of the issues facing NGOs in the region.
 
This position is contingent upon receipt of donor funding. Nationals of Barbados are strongly encouraged to apply.
 
Primary Responsibilities
 
  • Assist in facilitating participatory organizational capacity assessments of target NGOs/CSOs that may receive grants and/or technical assistance under the project.
     
  • Support the Capacity Building Specialist in the design and development of training and support to NGOs as well as direct delivery / assistance.  Topics of support will include a wide range of institutional areas including financial and administrative management, human resources, institutional governance, marketing and communication, strategic planning, networking, leadership, and fundraising/resource mobilization. Financial management and fundraising / resource mobilization are of particular interest to complement the skills of the current team.
     
  • Support must extend beyond traditional trainings and should include innovative ways to allow NGOs/CSOs to develop and deepen their skills through peer learning, mentoring and coaching, e-learning, etc.
 
Required Skills and Qualifications
 
The successful applicant will have experience in working in complex and multi-year programs that focus on strengthening civil society. In particular, the ideal candidate will possess experience in working with and strengthening the institutional capacity of NGOs/CSOs within the ESC region in a broad range of operational and managerial areas. She/he will be results-driven, have exceptional communication skills, and will be a team player capable of working with a diverse type of NGOs/CSOs across different cross-cultural settings. She/he will be collaborative and will ensure that capacity development support is demand-driven but also results oriented. She/he will be able to apply best practices but also be able to think outside of the box and adopt non-traditional approaches that can be adapted to the unique environments where they will be employed. The candidate will also be extremely detail oriented and able to multi-task and work under tight deadlines and resources.
 
Required skills also include:
 
  • Master’s degree in social studies, business administration, finance or related field.
  • At least 1 year of experience in strengthening the managerial and administrative capacities of NGOs/CSOs, preferably within the ESC region.
  • Demonstrated ability to work well with a variety of NGO types throughout the ESC, particularly from diverse backgrounds and cultures from other countries.
  • Demonstrated ability to communicate effectively in English, both verbally and in writing.
  • Excellent communication skills and the ability to coach and mentor NGOs/CSOs in a collaborative fashion.
  • Experience building capacity or training in financial management, resource mobilization strongly preferred.
  • Experience in working on a USAID-funded project is highly desirable.
