RTI’s Digital Health Policy and Standards Program seeks a Clinical Data Standards Analyst to support projects with federal/state agencies, healthcare providers, and health IT vendors that seek the use or advancement of interoperable healthcare technologies across the continuum of care.  The candidate must have experience with health care delivery, design, and use of electronic health records (EHRs), and clinical data content including associated interoperable health IT standards, terminologies, code sets, and other resources.

The Analyst will have a comprehensive understanding of the data collected and used in medical record/health IT systems, including the use cases and policy drivers for data reuse and interoperable health information exchange.  The Analyst will also be responsible for a range of activities including strategizing on approaches to interoperability; selecting and mapping clinical content to applicable data standards; identifying business requirements and specifications; and implementing interoperable health IT technical solutions. Extensive knowledge of clinical data standards (e.g. LOINC, SNOMED-CT, ICD-10, RxNORM, etc.) and experience with applicable standards specifications (e.g. C-CDA, FHIR), organizations (e.g. HL7), and tools (e.g. VSAC) is required.
 
The Analyst will work closely with federal, state and commercial clients as a subject matter expert (SME) and/or lead on projects to conduct desired research, analyses, and implementation of technical solutions. 

This position will be located in RTI’s Waltham, MA regional office or in our Research Triangle Park, NC headquarters. Other RTI office locations or telecommuting options may be considered.

Responsibilities:
  • Ability to evaluate clients’ needs and design a technical approach that demonstrates an understanding of data structures and standardization, relevant health IT standards, policy priorities, and interoperability goals.
  • Analyze and map clinical content to the appropriate vocabulary, terminology and code-set standard for representing and exchanging the clinical data.
  • Interact with standards development organizations (SDOs) to support mapping and interoperable health information exchange activities (e.g. joint project meetings, industry workgroup meetings, ballot activities, etc.) to support technical implementation and future changes in support of client needs).
  • Implement SDO processes and rules for mapping, new code requests, modifications to standards/vocabularies/code sets, etc.
  • Develop resources that advance the client’s needs including use cases, industry implementation guides, connect-a-thon activities, and other tools/resources that advance interoperability and health information exchange.
  • Help federal, state and commercial clients understand the technical issues associated with barriers and offer solutions to these issues.
  • Prepare documentation for audiences that include federal agency program staff, healthcare providers and health IT vendors such as reports, white papers, memos, and presentations.
  • Build scientific stature by co-authoring manuscripts for publication in peer-reviewed journals; present analyses at national quality, health IT and informatics-related meetings; author blog posts and impact briefs.
  • Support business development activities as a SME including contributing to the development of proposals and requests for information, as required. 

Minimum Requirements:
  • PhD and 1 year related experience; Master’s degree and 6 years’ related experience; Bachelor’s degree and 10 years’ related experience;  or equivalent combination of education and experience.
  • Degree in related health field, e.g. public health, epidemiology, informatics, or bioinformatics.
  • 5 years or more of experience in a U.S.-based healthcare provider organization and an EHR system and/or with a health IT vendor that support providers delivering healthcare.
  • Experience with detailed policies and related data/exchange standards including the ONC Interoperability Advisory Standard, U.S. Core Data for Interoperability initiative, ONC Certification Rules, and other federal and state regulations.
  • Experience with using/implementing HL7 standards and processes including Clinical Document Architecture (CDA) and Fast Healthcare Interoperability Resource (FHIR) and monitoring of emerging industry innovations to advance interoperability.
  • Experience with healthcare/clinical terminologies and code-sets that comprise measure value sets.
  • Experience with interoperability tools including the National Library of Medicine’s (NLM)Value Set Authority Center (VSAC), Regenstrief LOINC Mapping Assistant (RELMA), and SNOMED Browser.
  • Strong organizational skills including ability to manage multiple priorities and work demands simultaneously, under deadlines. 
  • Strong written and oral communication skills including ability to bridge technical and clinical subject matter disciplines including ability to present technical topics to lay audiences, and to convey complex information clearly and concisely. 
  • Excellent knowledge of MS Word, Outlook, PowerPoint, Excel.
  • To qualify, applicants much be legally authorized to work in the United States and should not require, now or in the future, sponsorship for employment visa status.
Preferred Requirements:
  • Masters degree preferred. 
  • Licensed or credentialed as RN, NP, PA, MD, DO, RHIA, CCS preferred.
  • Experience with healthcare/clinical terminologies and code-sets that comprise measure value sets including SNOMED CT™, LOINC, ICD9-10, CPT4/HCPCS, RxNorm, CVX and other code systems.
  • Experience in research methods, consulting, contracting, or other service-related technical work.
