RTI’s Digital Health Policy and Standards Program (DHPS) seeks an Electronic Clinical Quality Measure (eCQM) Specialist to support projects with federal/state agencies, healthcare providers, and health IT vendors who use eCQMs in quality improvement and payment programs.  The candidate must have experience with the development, endorsement and implementation of eCQMs, and the associated health IT standards, terminologies, code sets and resources used in these processes. The ideal candidate will have applied this knowledge to quality measurement and/or performance reporting, and have experience working with the range of stakeholders in the eCQM community – including various electronic health record (EHR) and qualified clinical data registry (QCDR) vendors. Experience in consulting, contracting, or other service-related technical work preferred.

The eCQM Specialist will have a comprehensive understanding of quality payment programs, measures, health IT standards, and resources and the alignment with current and emerging healthcare policies. The Specialist will be responsible for a range of activities including evaluating existing eCQMs, and/or developing new eCQMs, to support quality improvement and payment programs.  Experience with the Blueprint for CMS Measure Management System, Quality Data Model (QDM) and quality data reporting architecture (e.g. QRDA) is required. 

The Specialist will work closely with federal, state and commercial clients as a subject matter expert (SME) and/or lead on projects on measure specifications, measure analysis/performance, implementation and workflow, reporting, and quality improvement. 

The position will be located in RTI’s Waltham, MA regional office or in our Research Triangle Park, NC headquarters. Other RTI office locations or telecommuting options may be considered.

  • Ability to evaluate the underlying logic/specifications, measures performance/benchmarks, value sets and standards of existing and proposed eCQMs and understand their alignment with intended quality improvement activities.
  • Develop or modify existing measures using industry technical tools and standards and in alignment with the Blueprint for CMS Measure Management System.
  • Deployment of quality measure reporting processes including use of QRDA and other standards (e.g. FHIR) including ability to support implementation and processes improvement.
  • Provide support/response to stakeholders (e.g. federal/state clients, healthcare providers and health IT vendors) who raise questions about the measure, standards, logic/specifications, etc.
  • Participate in relevant industry and standards organizations activities (e.g. workgroup meetings) to support technical implementation and future changes in support of client needs.
  • Help federal, state, and commercial clients understand the technical issues associated with barriers in eCQM development and implementation and offer solutions to these issues.
  • Prepare documentation for audiences that include federal agency program staff, healthcare providers, and health IT vendors such as reports, white papers, memos, and presentations.
  • Build scientific stature by co-authoring manuscripts for publication in peer-reviewed journals; present analyses at national quality, health IT, and informatics-related meetings; author blog posts and impact briefs.
  • Support business development activities as a SME including contributing to the development of proposals and requests for information, as required. 

Minimum Requirements:
  • PhD and 1 year related experience; Master’s degree and 6 years’ related experience; Bachelor’s degree and 10 years’ related experience;  or equivalent combination of education and experience.
  • Degree in related health field, e.g. public health, epidemiology, informatics, or bioinformatics.
  • 5 years or more of experience in a U.S.-based healthcare provider organization and an EHR system and/or with a health IT vendor that support providers delivering healthcare.
  • Experience with Quality Payment Program(s) (QPP), the Blueprint for CMS Measure Management System requirements, and National Quality Forum measure endorsement processes.
  • Experience with Quality Data Model (QDM) and quality data reporting architecture (e.g. QRDA, QPP JSON, FHIR) and other HL7 standards as relevant.
  • Experience with healthcare/clinical terminologies and code-sets that comprise measure value sets.
  • Experience with eCQM development tools including the National Library of Medicine’s (NLM) Value Set Authority Center (VSAC), CMS’s Measure Authoring Tool (MAT), BONNIE testing tools, and related formats Quality Measure Format (HQMF XML) and Clinical Quality Language (CQL).
  • Knowledge of and experience with ONC health IT certification requirements.
  • Strong organizational skills including ability to manage multiple priorities and work demands simultaneously, under deadlines. 
  • Strong written and oral communication skills including ability to bridge technical and clinical subject matter disciplines including ability to present technical topics to lay audiences, and to convey complex information clearly and concisely. 
  • To qualify, applicants much be legally authorized to work in the United States and should not require, now or in the future, sponsorship for employment visa status.
Preferred Requirements:
  • Masters degree preferred. 
  • Licensed or credentialed as RN, NP, PA, MD, DO, RHIA, CCS preferred.
  • Experience with Application Programming Interfaces (APIs) and development, testing, and implementation of FHIR-based applications strongly preferred. 
  • Experience in research methods, consulting, contracting, or other service-related technical work.
  • Experience with healthcare/clinical terminologies and code-sets that comprise measure value sets including SNOMED CT™, LOINC, ICD9-10, CPT4/HCPCS, RxNorm, CVX and other code systems.
