The purpose of the Blended Finance Learning Activity (LEARN) is to advance the knowledge base, generate and analyze evidence, adaptively inform USAID’s efforts to catalyze private investment for development outcomes. USAID seeks to mobilize private investment and use blended finance to support countries’ capacities and commitments to implement solutions to local development challenges and achieve self-reliance.


The work will involve the conceptualizing, developing, and disseminating information regarding USAID programming to a diverse array of internal and external audiences, including USAID/Washington staff, field personnel in USAID missions, external development and conservation organizations and others as necessary in coordination with the E3 staff. Additionally, the specialist will support the Blended Finance team with planning and running engagement and knowledge sharing activities, including the design of effective communications, KM, and learning events, materials, and social media campaigns.


This position is based in Washington, DC

Essential Duties/Tasks and Responsibilities:

  • Supporting activities in communication, knowledge management, and collaborating, learning and adapting efforts.
  • Support project team to write and develop project success stories and other content.
  • Liaise with technical experts and project teams to write and disseminate key innovations, learnings, and research to wider audiences.
  • Support global communications events, including conferences, workshops, webinars, panel presentations, receptions, social media events, etc.
  • Create engaging and content-rich visuals, including infographics, for print and digital distribution
  • Develop and produce communication and outreach materials, including infographics, fact sheets, brochures, newsletters and/or videos
  • Supports the development of technical publications (editing, design, layout)
  • Works with the team to plan and implement learning events, including logistics
  • Contributes to the development of reports on strategic communication and outreach efforts
  • Assist with incorporating research design and methodologies in the application of learning to project design and management.
  • Develop written and digital content for external websites, social media platforms, newsletters, and other communications channels

Minimum Requirements:

Education and Experience:

  • A Bachelor’s Degree or higher in one or more fields related to communications, organizational learning or development assistance such as public, business or development administration, knowledge management, political science, economics, development studies or closely related, inter-disciplinary fields.
  • A minimum of 5 years of progressively responsible, professional-level experience in communications, knowledge management, and learning.
  • Experience in blended finance/mobilizing private investment is preferred.
  • Experience with USAID’s Collaborating, Learning, and Adapting (CLA) Framework.
  • Previous experience with implementing USAID-funded projects.


Knowledge, Skills and Abilities:

  • Demonstrated understanding and experience in interpreting monitoring and evaluation analysis, and subsequently developing and leading collaboration, learning and adapting programs among various stakeholders in international development contexts.
  • Proficiency in creative design applications, including but not limited to Adobe Creative Suite. Strong understanding of content generation.
  • Demonstrated ability to translate complex policy and programmatic findings and reports into communications materials for various target audiences.
  • Close familiarity with software platforms.
  • Capable of supporting Mission senior management in broad-gauged and big picture planning.
  • Research & analytical skills a plus.
  • Excellent communications and interpersonal skills, including the ability to work collaboratively and establish strong working relationships with key colleagues within RTI and USAID.
  • Proven project management skills, with ability to manage multiple activities or projects with competing deadlines.
  • Ability to adapt to changes in priorities, workload, and workflow
  • Proficiency in Microsoft Office, including Word, Excel, PowerPoint and Outlook.
  • Self-starter, able to think creatively and work independently.
  • Ability to adapt to changes in priorities, workload, and workflow.
  • Excellent organization and writing skills and a demonstrated ability to deliver a quality written product.
  • Excellent oral communication, presentation, and interpersonal skills.
  • Oral and written fluency in English required.
