RTI seeks an experienced Nutrition and Organizational Strengthening Expert that will be hired as full-time staff of RTI and will be embedded in the Lao PDR Ministry of Health (MOH) in order to help build the capacity of the newly created Lao-American Nutrition Institute (LANI). This individual should possess an advance degree in public health, medicine, or an equivalent area and should be able to demonstrate their experience and ability to work effectively and collaboratively with the MOH. This person should also have experience in organizational development, or institution strengthening, since the focus of the work that the individual will perform will center on this. The individual must be a Lao national or fluent Lao speaker. She/he must also be fluent in English.

Over a period of two years, this staff member will help build LANI’s capacity in a wide array of areas which may include: strategic planning, leadership development, project management, institutional governance, financial management, human resources, procurement, monitoring and evaluation, advocacy, networking and coordination, gender, and fundraising and sustainability.

Project Background
The Laos PDR MOH is in the process of creating the National Institute of Nutrition (NIN) as a formal institute within the Ministry of Health. The aim of NIN is to provide excellence in nutrition education and research, laboratory quality assurance, best practices in integrated service delivery and hospital-based nutrition rehabilitation, national coordination, and care services. NIN is envisioned to play a crucial role as a secretariat to Ministry of Health in decision making, development, implementation and management of national nutrition worldwide. The Lao-American Nutrition Institute (LANI) is currently being created through a unique collaboration between the U.S. Government and the Lao PDR MOH. LANI will be a part of NIN and will be a center of excellence in nutrition education and research. USAID has prioritized supporting the NIN and LANI and has contracted RTI to boost the institutional capacity of the newly created LANI over a two-year period.

Required Skills Qualifications
The following qualifications are required for the position:

1) Be a Lao national or fluent Lao speaker.
2) Be fluent in English.
3) Possess an advanced degree in public health, medicine, or a similar field.
4) Have at least thirteen years of work experience.
5) Have experience in organizational development in some of the areas listed in this scope of work.
6) Have excellent skills in working with high-level government officials as well as building institutional capacity.
7) This person will be adept at building institutional consensus, have a proven track record in mentoring and training professionals in the areas mentioned above, and be able to motivate and inspire staff.
8) She/he will be able to meet project deadlines, communicate results within NIN, and adapt capacity building content to the organization’s needs.
9) Ideally, this individual will have previous experience in working with the Lao PDR Ministry of Health.
