The day-to-day activities of this position encompass all aspects of global supply chain management, from market research and supplier identification to logistics and post procurement support. This position will act as a primary procurement and sub-grants resource to the assigned project portfolio for projects operating outside the U.S. to ensure that all project and corporate purchases are made according to RTI policies and procedures as well as aligned with strategic sourcing initiatives where global agreements/contracts are available. This position will also be responsible for the administration of RTI’s procurement and grant policies and procedures in International Field/Project offices, primarily located in Latin America, which encompass the procurement of technical services and goods/commodities. Additionally, this position will be a resource to international projects for international sub-grants. This position will preferably be in RTI Headquarters in Research Triangle Park (RTP), North Carolina but other U.S. and non-US locations may be considered. 

Essential Duties:
  • Effectively advise and communicate RTI Procurement and Grant Policies and Procedures to project and international regional office staff.
  • Conduct in-person and remote training on a regular basis for project and regional staff regarding procurement sourcing, contracting responsibilities, ethics, grants management and related guidelines on property management.
  • Verify that all procurements are approved and executed in accordance with applicable client requirements and RTI Procurement Policies and Procedures. Assist and provide oversight to sourcing in support of project activities on an as-needed basis. 
  • Provide on-site operational assistance for projects during mobilization/implementation period and as-needed for other major procurement activities; provide demobilization/closeout support as needed.
  • Procure equipment, materials, services and supplies necessary for operation of the organization and in support of prime agreements.  
  • Negotiate and execute all types of procurement agreements including purchase orders, blanket ordering agreements, consulting agreements and subcontracts as well as sub-grants. 
  • Provide guidance to international projects that issue sub-grants to local and international organizations.
  • Establish and/or monitor compliance metrics. 
  • Negotiate and execute nonstandard and more complex type agreements.
  • Interpret and apply the relevant Federal Acquisition Regulations (FAR), applicable Code of Federal Regulations (CFRs) and Uniform Commercial Code (UCC) to relevant procurements.
  • Perform supplier monitoring activities.
  • Support periodic audits and assist in development of processes that ensure compliance.  
  • Provide guidance and support in related governmental audits. 
  • May represent and act as interface for the Global Supply Chain organization to other business units or key internal or external clients.
  • Support cross-functional business improvement initiatives.  Resolve internal conflicts without management engagement.
  • Drive innovation and a focus on continuous improvement for procurement and grant activities as a valued member of the International Grants, Procurement & Subcontracts Team. 
  • Represent increasing levels of responsibility, increased interaction, and resolve issues with key executive stakeholders internally and externally without management engagement.
  • Support other project work as requested by the Global Supply Chain Management Team.
Minimum Required Education and Experience:
  • Bachelor’s degree and 6 years of related experience or a Master’s degree and 3 years of related experience

Skills and Abilities:
  • Excellent knowledge of Office 365 and SharePoint.
  • Demonstrated solid understanding of U.S. government regulations to ensure compliance with relevant procurements and grants.
  • Experience working with USAID or DFID funded international projects is highly preferred.  
  • Working knowledge of sourcing and management of subcontracts, consultants and grants preferred.
  • Excellent written and spoken communication skills in English, including the ability to communicate effectively in a multi-cultural environment and diplomatically manage collegial relationships.
  • Ability to read and speak additional languages highly preferred.  Spanish is highly preferred. 
  • Extensive knowledge of procurement/contracts/grants principles and terminology as well as basics of contracts administration and finance or accounting.
  • Ability to perform duties that require close attention to detail, to prioritize workload and follow tasks through to completion.
  • Ability to understand prime contract contents to ensure lower tier procurements and grants are in compliance.
  • Ability to multi-task.
  • Must have the ability and willingness to travel outside country of residence, up to 30%.
  • Ability to work independently.
  • Attention to detail and accuracy.
  • Ability to establish and maintain effective working relationships with co-workers, supervisors, project staff, suppliers and clients.
  • Proficient interpersonal, oral and written communication skills.
  • Ability to identify risks and ensure RTI interests are appropriately protected.
