Minimum Qualifications and Experience:

  • Bachelor’s level degree (or equivalent work experience) and 7 years of professional experience in Federal Contract Negotiation.

Knowledge, Skills, and Abilities:

  • Demonstrated knowledge of standard contractual agreements and regulations that include: CFR, FAR, DFAR, AIDAR/ADS. Standardize Regulations, OMB Circulars, commercial regulations and other terms and conditions.  
  • Demonstrated proficiency in computer-based business applications (Microsoft software products, such as Word, Excel, Outlook or comparable software).
  • Demonstrated knowledge and understanding of USG Cost Accounting Standards and general accounting principles and procedures. 
  • Demonstrated expertise in one or more areas of contracting law.
  • Demonstrated knowledge of general corporate business practices, government and commercial contracting regulations and principles, and subcontracting practices.
  • Demonstrated experience working in a cooperative, collaborative manner with government and non-government clients. 
  • Demonstrated analytical and problem-solving skills.
  • Demonstrated knowledge and understanding of RTI’s policy and procedures, operating guidance coupled with the ability to apply these policy and procedures in submitting the business proposal and explain the applicability. 
  • Demonstrated written and oral communication skills. 
  • Demonstrated negotiation skills and understanding of the negotiation process.
  • Demonstrated ability to discern and analyze risks and recommend solutions.
  • Demonstrated ability to meet business-driven deadlines and commitments while maintaining a high level of quality and professionalism.
  • Demonstrated ability to exercise independent judgment in developing methods, techniques and evaluation criteria for obtaining results.
  • Demonstrated ability to use sound judgment in setting priorities of a high-volume work load. 
  • Demonstrated ability to work seamlessly with other contracting staff.
  • Demonstrated ability to work independently without instructions. 
  • Demonstrated ability to resolve contracts and pricing issues.
  • Demonstrated abilities in advising and interacting with all levels of management, both verbally and in writing.
  • Must have a valid passport or ability to get one and must be able to travel up to 15%,including international travel.
