RTI International is seeking qualified Senior Manager, Neglected Tropical Diseases (NTDs) applicants for the International Development Group’s (IDG’s) Global Health Division (GHD). GHD currently has a staff of over 400 and work in over 25 countries.  GHD implements broad-based programs in infectious diseases --specifically Neglected Tropical Diseases, HIV, and Malaria--; Integrated Health; and Health Systems Strengthening (HSS). GHD’s NTD program portfolio currently comprises several projects, including USAID’s ENVISION and Act to End NTDs | East projects; as well as efforts funded by the Queen Elizabeth Diamond Jubilee Trust Fund, Evidence Action, and Bill & Melinda Gates Foundation.


The Senior Manager, NTDs will support the development and implementation of a strategy to successfully expand RTI’s NTD portfolio, as well as provide technical assistance to existing NTD programming. S/he will lead and direct new NTD business development efforts as part of the GHD team, including representation of GHD at events and within relevant international bodies to further development of key partnerships, as well as lead strategic planning for upcoming opportunities with various clients. The ideal candidate will have in-depth understanding of global best practices and comprehensive programmatic experience across a variety of geographic and operational contexts.  This position will report to the NTD Portfolio Lead. The position will be based in Washington DC.


Duties and Responsibilities:

Management and Leadership
  • Provides managerial leadership and guidance to all non-ENVISION and non-Act to End NTD | East NTD programming, ensuring high-quality support to project implementation and oversight to subcontractors’ management of project implementation in-country in support of the host government’s NTD control activities;
  • Manages relationship with clients, responding to requests for technical information, ensuring the client is informed in a timely manner regarding program challenges, grantee issues, or changes to work plans or budgets, and disseminating key results and successes;
  • Leads and/or provides senior technical support for annual work plan and budget development, as well as reporting deliverables, ensuring consistency of technical NTD approach;
  • Promotes effective linkages with ENVISION and Act to End NTDs | East activities;
  • Works with GHD Operations Team to monitor project activities and spending to ensure proper activity planning and meet client financial and management reporting guidelines;
  • Represents RTI, GHD and NTD portfolio by interacting and networking with donors, strategic program partners and other stakeholders at technical meetings, events and forums to ensure engagement on the latest developments in NTD and other relevant technical programming; and
  • Actively contributes to further RTI’s scientific stature by presenting / publishing NTD programming findings at conferences, technical working group meetings, and in peer-reviewed literature.

Business Development

  • Lead new NTD business development, which could include one or more of the following: assessing NTD market trends; identifying, anticipating and planning for new business opportunities; meeting with clients in the pre-opportunity stage; leading capture planning and visits; developing technical and cost strategies and approaches; serving as lead technical writer or proposal leader for NTD bids; identifying and securing potential partners; and recruiting consultants and staff; and
  • Collaborate with GHD Portfolio Directors, senior GHD and IDG technical experts and other program staff to identify, analyze and act upon opportunities and strategies for new business and program expansion;   

Requirements:
 

Education and Experience:

  • Master’s degree in Public Health, Health Sciences or related field and at least 10 years of progressive experience in the design, management, and M&E of donor funded NTD programming;
  • At least 5 years’ experience working in a leadership and management role with NTD projects;
  • Previous experience working in support of development efforts in developing countries on NTDs, HSS, and/or integrated service delivery programming, as well as programming funded by USAID preferred;
  • Understanding and appreciation of country-led health or development strategies; and
  • Demonstrated experience analyzing data to inform project practices, knowledge of reporting procedures, best practices, WHO guidelines, and NTD tools for M&E.
Knowledge, Skills and Abilities:
  • Demonstrated leadership, management, and decision-making skills.
  • Documented successful track record in business development as well as strategy and program portfolio development.
  • Proven track record in building successful relationships with clients, partners, and stakeholders in the global health and NTD community, as well as ability to build consensus across diverse set of stakeholders.
  • Ability to successfully coordinate with Ministry of Health officials, U.S. Government, donor organizations, NGOs, research institutions, and other agencies
  • Technical knowledge in the implementation of mass drug distribution programs or specific NTDs, including lymphatic filariasis, schistosomiasis, trachoma, onchocerciasis, soil-transmitted helminthiasis, dengue/Chikengunya/Zika, and Chagas’ disease.
  • Strong organizational and interpersonal skills and ability to work in a team-oriented setting
  • Excellent English oral and written communication and presentation skills; additional fluency in French, Portuguese, or Spanish will be an asset.
  • Proficient in Microsoft Office (Word, Excel, PowerPoint) and Data Analysis and Visualization software (STATA, SPSS, ArcView)
  • Willingness to travel up to 30% of time.
  • Must be eligible to work in the U.S. without sponsorship.
